The Role
Managing the installation and maintenance programme for vehicle
CCTV and telematics across JTS and other partners; leading a
specialist, vehicle data and telemetry support team; provide a focal
point for all tasking from the Police Vehicle Incident / Crash
Investigation Unit; manage and support the PVI administration team
in the provision of vehicle and driver related data across both Surrey
and Sussex Police and its Blue Light Partners.
Based at Crawley Down or Stonebridge
Key Responsibilities
1. Recruit, induct, develop and support a vehicle data team based in support of the Joint Transport Service (JTS) Operations Department and Blue light Partners. To lead, manage, coach and develop the team, giving them clear guidance and feedback on their performance.
2. Manage the installation and subsequent maintenance and data retrieval programme for over 2,000 CCTV and telematics units fitted to vehicles across JTS and other partners.
3. To manage the capital investment and annual revenue budget for the vehicle telemetry and camera equipment project; design and maintain status reports including expenditure and efficiency savings for this roll out and subsequent business as usual process.
4. Lead the design and establishment of KPI’s, driving behaviour standards and monitor performance data of the vehicles and drivers managed within the Joint Transport Service to ensure safe, efficient and effective performance of all JTS and Partners vehicles and equipment.
5. Supervise the workload of the individual vehicle data teams, allocating team members to optimize service provision and administrative support across the hours and the multiple locations of JTS.
6. Monitor the changing needs for vehicle data of the JTS vehicle activities and its customers, by liaising with key stakeholders to identify areas for improvement and make recommendations for service improvement in operations, systems and processes ensuring that the service remains customer focussed, proactive and responsive, and implementing those improvements including,but not limited to identifying opportunities to introduce common JTS / Vehicle Incident reporting processes to gather, store and provide timely and accurate vehicle information to appropriate management team.
7. Lead the design, development and production of relevant Key Performance Indicators, to enable JTS to meet its agreed Service Level Agreements with Divisions and Departments and Blue Light Partners, including monitoring quality standards to maximise customer satisfaction, ensuring relevant statistical information is produced, collated and analysed on a regular basis to assist the Service Delivery and Service Development Management team evaluate service levels, team efficiency and inform resource allocation.
8. Proactively identify, manage and improve areas of poor team performance and attendance utilising the systems and processes available, identifying effective solutions to resolve issues both in the immediate future and for the longer term.
9. Ensure they and their support teams provide excellent customer service. Receive, investigate and respond to first level problems and complaints in a professional manner; identify and report findings and take necessary corrective action, or escalate issue to Service Development Manager.
12. To provide advice and guidance to all stakeholders and customers, relating to the data and images provided by the solution including, but not limited to driver and vehicle licensing; the provision of management information, to ensure the services provided by the JTS meet corporate, legal and local requirements.
13. Undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.
Skills & Experience
Good level of education
NVQ 3 or equivalent in a relevant subject
Proficient in Microsoft office products (Word, excel and powerpoint)
Demonstrable experience of using ERP solutions (inc SAP) especially
in terms of purchasing, data management and reporting, asset
management and vehicle maintenance.
Undergoing a Leadership Development Programme.
Experience of managing both Capital and revenue budgets
Demonstrate experience of recruiting, supervising and
motivating a team in a busy fleet or transport related environment.
Well-developed planning, organisational and analytical skills
with the ability to manage a high volume of secondary investigations
Significant interpersonal skills and the ability to communicate
effectively both verbally and in writing to different audiences both
within and outside the organisation.
To have excellent customer service skills.
Demonstrate experience of managing, developing and implementing systems, processes and procedures that have improved organisational effectiveness.
Well-developed motivational and people skills, especially the ability to
use tact, initiative and independent judgment within policy and
procedure.
The ability and willingness to regularly travel within both counties
is essential.
