Division / Department - Joint Transport Service Grade - Grade 10 Status - Full Time Contract Type - Permanent Salary Grade Range - £30,375 - £33,348 Working Hours - 37.0 Hours per Week Shift Allowance - Politically Restricted - The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.
The Role
Leading the Crawley Down Stores, reception & logistics teams to supply a timely and effective support service to both Service Delivery and Service Development workshops.
To co-ordinate and task Fleet Assistants to ensure that all vehicle deliveries and collections are carried out in a timely and cost effective manner, including minor repairs and assisting Technicians where appropriate.
To lead and maintain the reconciliation and accountability of all JTS Workshop stores and materials handling accounting processes, to ensure common process, data and standard of service is undertaken by all.
Key Responsibilities
Recruit, induct, develop and support the workshop stores/ Reception staff and Fleet Assistants supporting the Joint Transport Service (JTS) and Blue light Partners. Proactively identify, manage and improve areas of poor team performance and attendance utilising the systems and processes available (PDR), identifying effective solutions to resolve issues both in the immediate future and for the longer term.
To design and maintain a timely, cost effective and auditable process to order, receive, store, issue and document workshop spares and equipment, specialist police equipment and consumables including, using the prevailing ERP solution.
To introduce and maintain processes capable of reconciling the operation and accountability of all workshop and vehicle equipment stores across JTS; to ensure the presence of a common, auditable spare parts process and standard of service is undertaken by all.
To supervise the reception area and staff providing a timely and professional service to all customers, both police and outside agencies. To establish requirements of customers; deal with these requirements or pass on to relevant staff as applicable.
To undertake the role of JTS stores super user on the current SAP system and new ERP system, to ensure the timely and accurate recording of stock and transactional data within JTS.
To supervise the Crawley Down workshop vehicle servicing plan to ensure that all vehicles are maintained to the JTS policy and procedures.
Monitor the changing needs for vehicle parts trends and also adapting the collect and deliver of vehicles to and from Crawley Down customers, by liaising with key stakeholders to identify areas for improvement and make recommendations for service improvement in operations, systems and processes ensuring that the service remains customer focused, proactive and responsive, and implementing those improvements.
Proactively produce analysis, reports and make recommendations relating to the operational and related activities of the Joint Transport Service managed vehicles, to support the ongoing development of a safe, efficient, cost effective and sustainable transport operation.
Monitor the levels of spending in accordance with the budget of each funding line. Maintain timely and accurate data within the asset management register for both PCC and financial accounting purpose.
To liaise\co-ordinate with Vehicle Equipment Officer, Vehicle Equipment Manager and the Fleet Engineers to source and dispatch free issue parts and equipment required for vehicle conversions.
To supervise the “reception” service to include taking phone bookings for work, advising customers and Fleet Assistances when vehicle are due maintenance to arrange collection and once the tasks have been complete arranging for delivery or collection from site.
To maintain stock records in accordance with systems and audit requirements. To carry out periodic stock counts and subsequent investigations according to departmental and audit requirements.
Monitor and maintain stock levels, documentation and signage relating to “Hazardous” substances. Taking into account shelf life, inc creating and maintaining records of COSHH product data sheets.
To control and record the issue of stock to staff, including the processing of works orders as required. To control and record the issue of non-vehicle stock (non-vehicle parts and other vehicle related consumables) to vehicle users. Booking such items according to provided budget codes etc.
Undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.
BUDGETARY ACCOUNTABILITIES
Direct - Stock holding at Crawley Down of £250k.
In direct - Stock Holding at all other JTS workshop stores of £150k
Skills & Experience
QUALIFICATIONS - ESSENTIAL
NVQ 3 or equivalent, qualification in vehicle maintenance, parts management and\or logistics
Demonstrable experience of using SAP or other ERP solutions especially materials management, asset management and plant maintenance.
Demonstrable experience of supervising and motivating a team in a vehicle workshop, parts department or storage related environment.
Proficient in Microsoft office products (Word, excel and power-point)
QUALIFICATIONS -DESIRABLE
Undergoing a Leadership Development Programme
Having a working understanding of all integrated blue light partners priorities working practices, policy etc,
Good working knowledge of police\blue light vehicle specifications
Knowledge of blue light vehicle suppliers and converters.
KNOWLEDGE, SKILLS & EXPERIENCE - ESSENTIAL
Well-developed planning, organisational and analytical skills with the ability to manage a high volume of secondary investigations.
Significant interpersonal skills and the ability to communicate effectively both verbally and in writing to different audiences both within and outside the organisation.
To have excellent customer service skills.
Demonstrate experience of managing, developing and implementing systems, processes and procedures that have improved materials management within an organisational.
Ability to work proactively; creatively, coming up with new and imaginative ideas, and collaborating with others to identify fresh approaches
Well-developed motivational and people skills; especially the ability to use tact, initiative and independent judgment within policy and procedure.
The ability and willingness to regularly travel within Surrey and Sussex when required.
Demonstrable experience in the management of motor vehicle related spare parts and accessories, including but not limited to stock control, audit and “just in time” supply
Demonstrable experience ordering, storing and issuing hazardous substances, inc. awareness of health and safety requirements in line with COSHH.
KNOWLEDGE, SKILLS & EXPERIENCE - DESIRABLE
Negotiation skills with the ability to influence and challenge upwards where necessary.
Further Information
Reporting directly to the Service manager, the Team Leader Stores & Logistics, will support the Workshop Manager in the planning, implementation and monitoring of the efficiency and cost effectiveness the parts usage and stock holding at Crawley Down.
The post holder will be required to lead the Stores reception and fleet assistant teams to meet their ever-changing priorities in a timely and cost effective manner. This will require effective team leadership, people management and communication skills as part of this role to provide timely, detailed and accurate analysis of materials, from which will enable action to be taken to remove unnecessary stock holding and\or non-cost effective processes.
The post holder will be the JTS “super user” of the SAP materials management solution and its replacement ERP solution. This will mean guiding, advising and quality assuring input\usage of all store person\receptionists across JTS. The post holder will also be expected to lead the storeman in other locations to meet common standards of operation and data handling.
They will also be required to manage the reception area at Crawley Down; meeting and seeking to exceed customers’ service expectations.
The post holder will be responsible for providing and maintaining a professional logistical support to all departments and partners supported by Crawley Down site. This will require the tasking of the Fleet Assistances from the various locations and emergency service partners, supported by Crawley Down site.
The post holder will manage which vehicles or equipment are collected by the Fleet Assistances for repair or maintenance on a daily basis to meet workshop loading and front line operations.
The post holder will be required to manage their own and their staff’s daily workload, whilst meeting challenging and conflicting priorities of resource and the ability to negotiate with senior managers and key stakeholders, especially around month and year end routines and financial settlement regulations of both forces.
The post holder will agree what stock holding levels will be held at each workshop store in consultation with the Service and Workshop managers and any just in time deliveries required to support the Service Delivery and Service Development workshop activities.
The post holder will have to support Service Development out-sourced vehicle conversions with third party providers in a timely manner.
The Team Leader will be responsible for agreeing and implementing daily tasking to meet agreed KPI’s and SLA commitments for the Stores and logistics area of the business.
The Team Leader will be responsible for driving continuous improvement to the timely and accurate recording of materials management data across the whole of the Joint Transport Service workshop stores by improving processes and solutions to ensure that the service is proactive and provides the full range of services in accordance with agreed Service Level Agreements.
They will be responsible for identifying and eliminating inefficiencies within the service; designing solutions\improvements and then liaising with Finance to implement the changes in a timely and accurate manner.
