The Role & Key Responsibilities
The new Chief Constable Tim De Meyer has set a mission to make Surrey Police one of the leading police forces in the UK. To achieve this, a significant financial investment has now been made to develop a Strategic Insights Team, delivering nationally leading insights that will drive daily operational policing.
The Strategic Insight Analyst is a new position within Surrey Police. From your first day you will be part of a policing family making a real difference. The successful candidate will be analysing and making recommendations from operational data that will enable senior leader make evidence based decisions to help improve the effectiveness and efficiency of Surrey Police.
Production of Business Intelligence Information
Work with departmental representatives and stakeholders to develop a framework for mapping public need and internal demands to improve understanding of how Surrey Police is serviced.
Identify relevant data sources and, using analytical skills, provide products giving evidenced commentary on trends proposing recommendations on actions to be taken, working to strict deadlines.
To prepare and present, analysis and specific advice and recommendations, via exception reporting, to the Senior Management Team, looking in depth at strategic matters relating to policing activity. This includes the preparation of management summaries and data commentaries to illustrate trends and patterns using appropriate visualisation tools.
Liaise with key stakeholders, business leads and practitioners to document strategic demands using standard modelling and mapping techniques. Assist in identifying where change is required and create reports making recommendations where there are opportunities for improvement.
Assist in the completion of relevant HMIC returns for Efficiency inspections and Force Management Statements.
Support the understanding of current demand, failure demand, future demand, hidden demand, and resource requirements.
Developing R or Python scripts to produce predictive models for use within PowerBI or analytical reporting.
To prepare information for those who request it under the terms of the Freedom of Information Act 2000 and Data Protection Act 2003.
Report Development
To build and develop meaningful business intelligence reports, to enable the business to self-serve using Power BI and other analytical tools in order to meet changing business needs and to take a pro-active role within CDD to identify and progress new requirements to improve efficiency of working practices.
To produce insight reports for presentation at force boards, and to contribute to the writing and development of the Force Management Statement and business planning reports.
To hold meetings and workshops with stakeholders to understand new sources of relevant data, and to interpret data to provide insight into how the force could operate more effectively in its delivery of services to victims and the public.
Stakeholder Management
Be the central point of contact for data to work pro-actively with stakeholders to identify and delivering meaningful reporting and insights that will help to inform better service delivery.
Communicating with stakeholders on a regular basis to understand and document their requirements.
Governance
Provide advice, guidance and assistance on Power BI visualisation reporting activities to other colleagues in the business and IT teams.
Adhere to legislation, Force policies and industry best practice in relation to digital capabilities, and the management and use of data, in particular the freedom of information act and GDPR.
Continued monitoring of reports to ensure the relevance of the data and that access to individual users are still accurate.
Skills & Experience
A degree in statistics, mathematics or a statistically-related discipline or with well proven and evidenced experience of numerical or research analysis in a law enforcement environment.
Experience as a BI Developer or Data Scientist.
Substantial experience in research, interpretation and analysis of complex management and performance information with the ability to analyse large quantities of data by the application of accepted statistical techniques.
Excellent interpersonal skills, so as to influence, establish and maintain continuing and satisfactory relationships both within the organisation and with external partners and national bodies.
Able to demonstrate a high level of oral communication skills, including the ability to contribute or present to key stakeholders, senior leaders and strategic level Boards.
Well-developed computer skills including the ability to design and develop recording and analysis frameworks by use of relational database and spreadsheet facilities, or appropriate business intelligence tools such as Power BI, Excel etc. Experience of Oracle SQL.
Experience with R or Python for predictive modelling.
Able to produce a high standard of written communication appropriate for the purpose and audience.
Experience of using and maintaining record keeping systems and assumptions tracking.
Sound decision making, problem solving and analytical skills with the ability to prioritise work effectively and proven desire to provide solutions.
Ability to work without direct supervision and demonstrate a high level of self-management, motivation, drive and determination.
Strong organisational skills, including an ability to plan and manage your own workload with minimal supervision.
Possess excellent attention to detail.
Ability to build effective relationships across business areas.
Ability to negotiate and advise on agreed metrics with force partners and work in collaboration to deliver joint reports where required.
Ability to manage conflicting priorities, negotiate solutions and resolve problems with colleagues and customers.

Further Information
This role is advertised at Grade G with progression to Grade H offered between 12 to 18 months after successful completion of a portfolio evidencing competencies.
At Grade H, the role would also be currently eligible for an additional market supplement. This payment is discretionary and is subject to an annual review and/or any changes to role in line with Force policy.
