The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.
The Role
Line Management of the Strategic Governance Team which includes: Strategic Governance Officers, Strategic Governance Support Officer, Planning Support Officer. Deputy to the Head of Service Improvement as required. Attending and presenting deliverables produced by the individual to DCC level boards. Whilst also supporting department project work where necessary. Support maintenance of existing team services, support development of new services such as Demand Analysis, Risk Management, Corporate Planning, Corporate Knowledge Management and Organisational Learning.
This role is unique in its placement in the organisation, as it will get Strategic exposure.
CDD and the Strategic Governance team is a central function coordinating business planning and strategy for the entire force, so the post holders will interact with, and influence, all areas of the force, and all collaborated functions of Surrey and Sussex Police.
Key Responsibilities
The post holder will be required to prepare well-articulated briefing documents, including verbal briefings, to the Head of Department, CDD SLT, and the Chief Officer Group. They will represent the force with stakeholders such as the OPCC, HMICFRS Force Liaison Leads, other forces’ CDDs. They will managing a fast-paced team with a high workload working to tight deadlines so will have to negotiate and influence to achieve their objectives. They will also have to negotiate with, and influence, external stakeholders to seek to manage expectations of timescales and products required.
The post holder may be required to research and obtain information,data, responses etc in order to collate or create briefing documents, reports,speeches, presentations or correspondence on behalf of CDD. These have to be well articulated to ensure that they are fully informed on issues of importance to their role, and have well considered recommendations, with clear rationale behind them in order to inform, influence and assist strategic or operational decision making processes.
Line management responsibilities for the Strategic Governance Team meaning the post holder has the ability to delegate tasks and management to track progress with team members. They will need to escalate any issues they encounter to their line manager or Head of department.
Skills & Experience
Education to degree level or equivalent by experience.
Excellent written communication, including, report writing skills and presentation skills.
Designing, developing and implementing policy and procedures across a range of functions.
Good decision making and strong negotiation skills with the ability to influence decision makers at all levels.
Highly efficient planning and organisational skills. With the ability to manage your own workload alongside managing the delegated activity to their team members.
Extensive knowledge and understanding of a range of research methods and their optimal use.
Significant experience of analysing information to extract meaningful conclusions and professionally presenting these to a range of stakeholders in document format and/or verbal briefings.
Knowledge of the police service and the context in which it operates.
Ability to manage a number of activities and research projects concurrently.
The ability to work in a creative, proactive and innovative way, collaborating with others to identify new and imaginative ideas in order to achieve strategic organisational objectives.
Good interpersonal skills, including verbal and written communication, including the ability to communicate and presenting confidently with senior officials.
Demonstrable ability to see the bigger picture, to understand the importance of a joint and consistent department wide approach to all challenges and to ensure that this is effectively communicated where required.
Ability to manage several competing priorities, often working to tight deadlines with strong ownership on delivery.
Awareness of project management principles to aid project management activity for both the individual and aiding a team project approach to some key activity. Proven and well evidenced experience of analysing information and using own initiative to solve problems, making reasoned and responsible decisions that consider all the relevant factors and available information.
Awareness of risk management principles.
Ability to deal with confidential and sensitive information in an appropriate manner.
Knowledge and experience of Microsoft Excel, Word, other applicable applications.
