The Role

Sussex Resilience Forum (SRF) is the partnership of local agencies working together and with central Government to reduce risk in communities and prepare for emergencies, bringing together emergency services, health, local authority, environment, transport, voluntary and utilities sectors.

The small business management team is central to the SRF’s governance and co-ordination and is currently recruiting into a number of new and exciting roles that will enhance and accelerate an ambitious programme of work.

You will lead and coordinate SRF (Sussex Resilience Forum) work activity in line with resilience legislation and policy as well as provide dedicated testing & exercising expertise to Partnership activity.

You will be fully conversant in all aspects of emergency planning/resilience to enact and maintain the secretariat’s functions and support the SRF governance arrangements. You will be confident in working with a diverse set of stakeholders at a strategic and operational level, with the ability to problem-solve and develop innovative solutions in line with the resilience landscape. This will require excellent interpersonal, presentation and communication skills.

Key Responsibilities

Work with the SRF Executive Delivery Manager to deliver and oversee objectives set within the SRF Business Plan, National Resilience Strategy and LRF Funding Delivery Plan including robust project management and consistent implementation across the Partnership to ensure continual augmentation of SRF capabilities.

Provide assurance that all requirements are being met under the LRF Funding Delivery Plan and National Resilience Standards, reporting to the SRF Chair, Executive and Delivery Group(s). (Support arrangements include (not limited to), continuity of meeting records, capturing of discussions, actions and decisions and document retention).

Proactively lead and coordinate the SRF Testing and Exercising capability in conjunction with the SRF Learning & Development Group to ensure ‘value-add’ for SRF partners and multi-agency compliance in line with national resilience standards and/or national guidance.

Provide leadership and support to direct reports including monitoring and recording progress against the SRF Business Plan as well as ensuring appropriate resource allocation.

Brief senior officers/external stakeholders on SRF activity/new initiatives including at SRF governance groups and across multiple pan-Sussex stakeholder groups.

Identify, shape and drive opportunities to improve SRF capabilities via the SRF Capability Programme leading to active tracking of capability status including where investment/priority may be required.

Provide the relevant resilience expertise in all aspects of Integrated Emergency Management (IEM) as required by the delivery of the SRF Business Plan, agenda and partnership requirements as this may lead to the review of multi-agency plans, protocols and frameworks/supporting documentation.

Facilitate the SRF’s response to government-led work to review the Civil Contingencies Act 2004 and consideration of other policy, regulatory or legislative change opportunities.

Take an active/lead role in the SRF’s response to incident management including support of Strategic/Tactical Coordinating Group(s), SITREPs/MAIC (Multi-Agency Information Cell) and debriefing/lessons learned.

Undertake research, investigation and produce reports when tasked by Executive and Delivery Group Chairs, SRF Executive Delivery Manager and Working Group Chairs including specific areas of accountability.

Lead on the development and implementation of SRF Plans, Protocols and procedures as per the review cycle including work required to drive continuous improvement within the Team and across the Partnership.

To deputise for the SRF Executive Delivery Manager to ensure the SRF BMT ‘s (Business Management Team) functions are maintained including the supervision of day-to-day activities of the SRF BMT.

Undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.

Skills & Experience

Proven experience of working in a complex multi-agency or partnership environment with specific experience in plan development, testing and exercising.

Ability to anticipate and pre-empt key risks relevant to programme management and continuity to ensure positive/robust outcomes as well as reputational management.

Ability to work autonomously and demonstrate accountability in areas of required expertise.

Knowledge and understanding of multi- agency operations including Category 1, 2 and voluntary sector agencies including strategic drivers. Knowledge and application of the Civil Contingencies Act 2004 with particular emphasis on emergency preparedness.

Strong interpersonal skills and the ability to communicate with all levels of supervision and management with internal and external stakeholders.

Proven ability to manage, plan and prioritise own workload with a keen emphasis on project management skills.

Ability to produce concise, comprehensive reports including the ability to review and update plans.

Able to produce a high standard of written communication, appropriate for the purpose and audience, including papers, reports, guidance, policy documents and updates IT literate in Microsoft programs, particularly Word, Excel, PowerPoint.

Highly motivated and able to develop a co-operative working relationship with others especially at a senior level.

Able to demonstrate excellent negotiation skills at different levels within an organisation and externally to partners and organisations.

Ability to understand new ideas and concepts and to assess their strategic value and practical implications.

Able to conduct research and analysis to produce complex management reports.

Evidence of strong organisational and problem-solving skills commensurate with the complex nature of the SRF partnership and external drivers e.g. legislation, national expectations, SRF financial arrangements

You will also need to be flexible in your approach to work and working hours as operational needs arise.

Further Information

Additional roles are also being recruited into this team to include another full-time Resilience Lead (Risk), part-time SRF Communications Manager and part-time SRF Resilience Coordinator (Thurs/Fri).

You may need to attend meetings across a wide geographical area where public transport may not be available.

You will be willing to pass an enhanced level of vetting (SC).
