The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.
The Role

Sussex Resilience Forum (SRF) is the partnership of local agencies working together and with central Government to reduce risk in communities and prepare for emergencies, bringing together emergency services, health, local authority, environment, transport, voluntary and utilities sectors.
The small business management team is central to the SRF’s governance and co-ordination and is currently recruiting into a number of new and exciting roles that will enhance and accelerate an ambitious programme of work.
We are seeking a part-time Resilience Coordinator to join two other existing Resilience Coordinators within the SRF BMT. You will be working within a small but busy secretariat which supports the SRF Chair, governance arrangements and Working Groups on behalf of the Partnership.
You will be highly-organised and efficient with strong administrative skills and a ‘can-do’ attitude that can be applied to the dynamic nature of the SRF whether during ‘peace-time’ or response.
Key Responsibilities
Work with the SRF Executive Delivery Manager to set objectives aligned to National Resilience Standards for Local Resilience Forums (LRF) and other strategies, how these will be achieved, development of an implementation plan and work with SRF partners, Government departments and other agencies to deliver the plan through strong relationships, working collaboratively and coordinating effort.
Oversee the delivery of a robust SRF Governance system and support arrangements.
Provide assurance that all requirements are being met and are continuously improved through self-assessment, organising peer reviews or other means of independent validation. (Support arrangements include (not limited to), continuity of meeting records, capturing of discussions, actions and decisions, document retention, security, distribution, control and collating and sharing of relevant data.)
Work proactively with SRF partners by developing and recommending appropriate information architecture / recording standards to assist partners with sharing of documents and enabling easier access of information (including to members of the public) on Resilient Direct.
Look for continuous improvement opportunities by linking in with Regional LRF’s.
Take the lead in handling and managing information and correspondence sent to the SRF (via the SRF inbox), making decisions and using own judgement to action, prepare sensitive responses and resolve as necessary.
Ensure timely briefing of the Executive and Delivery Group Chairs and the SRF Executive Delivery Manager on any high risk or important issues.
Carry out proactive horizon scanning pan-Sussex, incorporating information from all partners to update the weekly Sussex Commonly Recognised Information Picture (SCRIP) providing situational awareness to all.
Chair the weekly SCRIP teleconference meeting and ensure the SCRIP is shared with partners in advance with Ways of Working (WOW) meetings.
Provide a flexible approach to responding to emergency events. When appropriate, become part of the Multi-Agency Information Cell Group (or equivalent), ensuring SRF business is embedded into the process enabling the development of the Common Operating Picture (COP) and ensuring the requirements for reporting to Government and other agencies are met.
Undertake research, investigation and produce reports when tasked by Executive Delivery Group Chairs, SRF Executive Delivery Manager and Capability work streams.
Support the SRF Executive Delivery Manager in completing the annual National Capabilities Survey on behalf of the SRF (in liaison with partners) and any other formal requests for information to demonstrate overall SRF capability and level of readiness.
Organise training events, exercises, annual conference, visits, travel and accommodation to ensure that efficient good value and cost effective arrangements are made on behalf of the Sussex Resilience Forum.
Deputise for the SRF Executive Delivery Manager when required.
Undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.
Provide secretariat support to the Delivery and Executive Group meetings when required and provide flexible secretariat support for events, other SRF meetings and incident meetings such as tactical and strategic coordinating groups.
Skills & Experience
Educated to A level or equivalent experience.
A recognised emergency planning qualification to degree level, or relevant experience of working in an emergency planning and preparedness role in a relevant organisation.
Proven experience of working in a complex multi-agency or partnership environment with specific experience in plan development, risk assessment and/or delivering training and exercising.
Ability to anticipate and pre-empt key risks relevant to programme management and continuity to ensure positive/robust outcomes as well as reputational management Ability to work autonomously and demonstrate accountability in areas of expertise (e.g. risk / training/ exercising).
Knowledge and understanding of multi- agency operations including Category 1, 2 and voluntary sector agencies including strategic drivers.
Knowledge and application of the Civil Contingencies Act 2004 with particular emphasis on emergency preparedness.
Strong interpersonal skills and the ability to communicate with all levels of supervision and management with internal and external stakeholders.
Proven ability to manage, plan and prioritise own workload with a keen emphasis on project management skills.
Ability to produce concise, comprehensive reports including the ability to review and update plans.
Able to produce a high standard of written communication, appropriate for the purpose and audience, including papers, reports, guidance, policy documents and updates IT literate in Microsoft programs, particularly Word, Excel, PowerPoint.
Highly motivated and able to develop a co-operative working relationship with others especially at a senior level.
Able to demonstrate excellent negotiation skills at different levels within an organisation and externally to partners and organisations.
Ability to understand new ideas and concepts and to assess their strategic value and practical implications.
Able to conduct research and analysis to produce complex management reports.
Evidence of strong organisational and problem-solving skills commensurate with the complex nature of the SRF partnership and external drivers e.g. legislation, national expectations.SRF financial arrangements.
Ability to attend meetings across a wide geographical area where public transport may not be available.
Willingness and requirement to pass an enhanced level of vetting (SC).
