Division / Department - Operations Command Grade - Grade F Status - Full Time Contract Type - Permanent Salary Grade Range - £24,470 - £28,377 Working Hours - 36.0 Hours per Week The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role

Applications are invited for the post of Specialist Case Worker on the Serious Collision Investigation Unit (SCIU). The role is currently based at Woking, however due to move to Burpham (date tbc).     

The Role

The Specialist Case worker will act as the disclosure and exhibits officer. They will be required to examine and assess all documents and maintain and manage exhibits in serious or complex crime investigations as identified by the Road Policing Lead Investigator (RPLI) or OIC. The Specialist Case Worker will review material relating to the investigation and decide the relevance of that material to the investigation and suitable disclosure methods. Applicants will be expected to having good working knowledge of the Criminal Procedures and Investigations Act 1996 (CPIA), dealing with unused material including material of a sensitive nature and disclosure schedules.

Knowledge of the Regulation of Investigatory Powers Act 2000 (RIPA) and of court procedures would be an advantage.

The SCIU is a collaborated team within Operations Command therefore the successful candidate will be expected to work on both Sussex and Surrey files and at times travel within both force areas.

Key Responsibilities

  • To take on the role of disclosure and exhibits in serious and complex crime investigations.
  • To prepare files as ‘Trial Ready’, according to CPS requirements in serious or complex crime investigations. Take a proactive approach in ensuring that cases receive appropriate support throughout the court process.
  • Support the RPLI or OIC by initiating and maintaining management systems to record exhibits, documentation and material evidence.
  • Quality assures the documentation and integrity of exhibits within serious or complex investigations. This will be in line with the statutory legal requirements in relation to disclosure.
  • To identify unused and third party material in compliance with CPIA and prepare disclosure schedules. Arrange viewing of unused material where necessary. Dealing with the ongoing duty to disclose appropriate documentation.
  • Be prepared to attend court if required in the role of disclosure or exhibits officer.
  • Update NICHE and other computer systems in relation to ongoing investigations.
  • Take the lead on long term storage with returning / destruction / storage of exhibits.
  • Ensure finalisation forms are completed and paperwork is sent for filing.
  • Weeding and retention of documentation as per MoPI compliance, recording the location and content of material electronically
  • To professionally advise the RPLI or OIC on all matters of disclosure. Provide advice and support to staff involved in case preparation as required. Where necessary the SCW will obtain statements for the required investigation, specifically for continuity or defence requests.
  • As the disclosure officer follow the correct procedures as laid down within CPIA, Codes of Practice and Attorney Guidelines, including being responsible for editing (as required) within disclosure rules surrounding sensitivity of all relevant disclosable material prior to disclosure to the defence. Liaising with the RPLI to ensure the sending and collating of all letters issued to persons holding unused material.
  • To undertake such other duties appropriate to the grade and character of work as may reasonably be required, including the specific duties of similar or lesser graded posts.

Qualifications

- Educational qualification to ‘A’ level standard or NVQ equivalent

 

Knowledge, skills and experience

  • Possess a strong working knowledge and practical experience of the application of CPIA, MOPI, data protection and the legal requirements of disclosure.
  • Recent and relevant experience within an investigations environment and experience of document and exhibit management.
  • High standard of computer literacy in order to become proficient in specialist systems essential for the role. Be able to create charts and macros within excel and word documents.
  • Critical decision making and accuracy is vital with good attention to detail.
  • Proven experience in collating and assessing information and making concise and accurate decisions.
  • Excellent interpersonal and communication skills, written and oral, with ability to negotiate
  • Work effectively as part of a team and also able to work effectively on own initiative.
  • Able to demonstrate good organisational, planning and time management skills
  • Previous experience of working in a security conscious environment with confidential material. Understanding of handling and movement of such documents and able to recognise and deal appropriately with sensitive information.
  • Training on force systems such as NICHE
  • Have experience of complex case build and preparation.

 

Additional Requirements

  • At interview candidates will be asked to confirm their willingness to undergo enhanced vetting to meet force requirements of the post.
  • Candidates may be subject to a vulnerability assessment (e.g. In relation to the ability and competence to deal with the distressing nature of some investigations)
  • The post holder must be in possession of a current full UK Driving Licence. The post holder must be willing to undertake a driving assessment in order to be able to drive unidentifiable police vehicles.
