This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst continuing to be two separate legal entities/employers with different terms and conditions.
Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.
Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowance and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.
The Role
Manage the provision of intelligence research and analysis in accordance with the Control Strategy, Police and Crime Plan, Investigative Strategy or Intelligence Requirement through the timely negotiation, authorisation, production, quality assurance and appropriate handling and dissemination of intelligence products.
Advise and assist in all aspects of policing by ensuring the provision of strategic and tactical intelligence products to staff at all levels, including senior managers from the Police and Partners, in order to identify and enable an effective response to threats, harm, opportunity and risks.
Key Responsibilities
Manage and coordinate the work of analysts and intelligence researchers and authorise work requests in order to ensure that resources are directed in the most appropriate and effective way to support relevant priorities; and where necessary provide Force-wide support and resilience in relation to supervision, workload management and quality assurance of research and analysis staff, products and services.
Motivate, develop and performance manage a team of researchers and analysts to increase their capability, ensure they are able to work effectively and provide a service that meets and complies with appropriate legislation, authorised professional practice, policies and procedures.
Coordinate and lead the production and presentation of analytical and research products to ensure senior police officers, PCCs and partners, where relevant, are in possession of relevant information to support knowledge and understanding of community safety problems and set appropriate intelligence-led priorities (e.g. within the Control Strategy and Police and Crime Plans).
Produce and coordinate strategic analytical reports to forecast, assess and summarise relevant threats, harm, opportunities and risks. Contribute towards the formation of strategic policy and action plans to reduce or minimise threat and harm, manage risk and maximise opportunities.
Review and quality assure the outputs from Intelligence Analysts and Intelligence Researchers in order to ensure that work is provided to the highest possible quality and ensuring best use of appropriate sources, analytical tools and technology, providing inferences and recommendations.
Provide advice and guidance to all levels of operational colleagues on the best use of research and analysis so that capacity is used efficiently and effectively and enables the best possible briefing and tasking of operational resources. Be well-informed of up-to-date within professional developments relating to intelligence, analysis and research, together with your thematic field, in order that advice, guidance and practise reflect best available evidence.
Support the Head of Intelligence Research and Analysis in force-wide initiatives concerning research / analysis, providing leadership and direction to task and action groups through the ownership of specific portfolios, and ensuring knowledge is shared with peers.
Represent and promote research, analysis and intelligence-led policing, actively liaising with police officers, staff and partners at all levels to develop relationships and processes. This may include deputising for the Head of Research and Intelligence Analysis at force-level, presenting information, making recommendations and authorising or negotiating tasks.
To provide support to spontaneous, critical and major incidents or events as directed. This can also include providing support to other Divisions, Departments or Forces as directed by the Head of Intelligence Research and Analysis. This may include working outside your standard contracted hours and/or away from your usual base of work at short notice.
To conduct all responsibilities in strict adherence with all relevant legislation, codes of practice, standards, protocols, procedures and guidelines.
To undertake such other duties appropriate to the grade and character of work as may reasonably be required, including the specific duties of similar or lesser graded posts.
Skills & Experience
Graduate calibre or equivalent professional experience, with proven and well-evidenced experience of intelligence analysis in a law enforcement environment. If not certified through IPP, the NVQ Level 3 Intelligence Analysis, or equivalent professional qualification, candidates should make available a portfolio of work to demonstrate competence.
Experience of, or the ability to quickly become competent in, both direct line management and professional management taking responsibility for:

· Assessing and moderating staff competence within a portfolio
· Producing high quality outputs
· Achieving performance outcomes
· Managing individual and team performance.
Proven and well-evidenced expertise in thinking strategically and assimilating complex information to discern threats, harm, opportunities and risks in order to inform policy and strategy. To support team members and lead or participate in multi-discipline/multi-agency team work designed to facilitate analysis.
Experience in developing new practice to meet changing needs or in support of complex enquiries. Competent at working either independently or within a team to create innovative solutions and develop new techniques.
The ability to motivate staff and colleagues to implement changes in working practices and culture. Experience of managing change, seeing through projects from inception to implementation, or the ability to achieve the discipline required.
Excellent interpersonal skills with the confidence and ability to network, negotiate and persuade groups or individuals (including senior managers, the PCC, external suppliers and partner agencies), through written and verbal communication in order to influence decision-making.
Exemplary time management and organisational skills, managing competing demands, solving problems, setting priorities and the ability to effectively manage relationships between different parts of the organisation.
Further Information
The working location for this role within the West Sussex team will be based in Horsham. Working hours will be Full Time (37 hours per week) with typical working hours 0800-1600 Monday to Friday within the Sussex Police Staff Flexitime Scheme. There is a requirement for the post-holder to be flexible with working hours to ensure resilience within the team and meet the requirements of the role. On occasions this may be to support fast time response to critical incidents, major events and serious crime or disorder.
The post-holder must have a high level of personal integrity and successfully attain and maintain security vetting and appropriate clearance to work in the post-holder’s intelligence environment. You will also be willing and able to attain Intelligence Professionalisation Programme (IPP) certification in line with the role.
This role involves travel to meetings and locations within and beyond the counties of Surrey and Sussex for which public transport may not be suitable. Therefore the post-holder must have the ability to travel. Where the post-holder uses their own means of transport they must be insured for business use. Where the transport involves the driving of police vehicles, you must have a full driving licence and the ability to attain a Force Police Driving Permit.
