The Role & Key Responsibilities
Our team supports investigators to identify and protect vulnerable people, preventing and responding to harm and keeping people safe, through the acquisition of communications data, the use of covert authorities and other sensitive tactics. This is an exciting opportunity for a RIPA Compliance Manager. As part of this role you will be managing a team of accredited staff looking after their training, welfare and general co-ordination. You will ensure that all staff operate in an effective way including ethically and legally. You will become skilled and knowledgeable both in the acquisition and use of communications data and covert authorities. You will manage and be part of an on call 24/7 cadre providing fast time response to investigations in particular through the use of technology and covert policing tactics. You will also manage the quality control processes in respect of such applications. You will particularly become a senior expert in covert authorities providing advice to your team, investigators, SIOs and Authorising Officers whilst managing secure databases. This will include timely management of applications, reviews and renewals of authorities and regular contact with the Force Authorising Officer and Chief Officers in Surrey Police. You will be expected to work with organisations such as The Investigatory Powers Commissioners Office, preparing the teams for periodic inspections, managing implementation of recommendations and guidance. You will be expected to stay up to date with new legislation and guidance. As part of this you will attend conferences and regional meetings. You will also ensure that training is delivered to the wider organisation such as newly recruited investigators. You will act as a senior advisor to the Senior Investigating Officers in Major and Serious Organised crime and during live crimes in action. This may include assisting the preparation of authorities to use sensitive tactics. The administration of Covert Human Intelligence Sources will also be part of your role using a secure database. This role is very rewarding and as part of the team you will see how your work directly impacts the saving of lives and the investigation of serious crime.

Training and development will be provided, if required, however our ideal candidate will have a good understanding of Human Rights considerations, with sound knowledge and previous working experience of RIPA and IPA which are the codes that govern covert tactics. A good knowledge of investigative processes and covert operational policing is a requirement. If not already an accredited Communications Data SPOC, you will be expected to undertake and pass The College of Policing Communications Data Course. It is highly desirable that you have previous experience as a manager, especially coaching and development of teams with excellent interpersonal skills. Ideally you will be able to evidence the following attributes: • Managing team cultures and change, in particular implementing new practice and procedures. • Ability to be able to interpret large amounts of qualitive and complex data extracting salient points and develop inferences for recommendations for action. • Ability to work under pressure maintaining accuracy and attention to detail. • A high level of personal resilience to be able to maintain on call and assist with crimes in action and threats to life situations. • Good problem-solving ability. • Awareness of RIPA, covert tactics and use of communications data in policing.

The post holder:
• Will be required to be management vetted and SC vetted in view of the work that is undertaken.
• Has to learn the use of many IT systems within and outside the organisation and demonstrate a commitment to ongoing development of self and team.
• Must be able to attend and pass a residential course to become accredited as a Single Point of Contact for the acquisition of communication data.
• To be part of a 24/7 on call cadre
• Have the ability to assimilate and retain a full working knowledge and understanding of the structure, operational functions, procedures and policies of Surrey and Sussex Police.
• Requirement to help and guide officers and staff from other departments in respect of RIPA and IPA application processes.
• Compliance will also be required under PNC Code of Connections Volume 1 (Version 2.1) Data Protection act 1998, Computer Misuse Act 1990 and Official Secrets Act 1989.
