The Role
An exciting opportunity has arisen to join the Surrey & Sussex Crime Review Team as a police staff review officer. The Crime Review Team is a small specialized team within Specialised Crime Command and is responsible for reviewing non-recent and current undetected homicide investigations and carrying out statutory reviews within the public protection arena (Child Safeguarding Practice Review, Safeguarding Adult Review, Domestic Homicide Review & MAPPA reviews). The Crime Review Team is line managed by a police staff manager and a police detective superintendent.
The review officer vacancy is full-time (36 hours, 5 day week plus evenings and weekends as required) and is within the Northern team (Surrey) that is based at Surrey Police Headquarters in Guildford. The post holder will be predominantly engaged in review work in Surrey but will be required to carry out reviews individually & jointly with other members of the team across Surrey and Sussex. Agile working is supported – the post holder will be provided with a VPN enabled laptop & a mobile phone.
Key Responsibilities
• Manage, conduct and author reviews of current unsolved homicide and other major or serious crime incidents/investigations, auditing and analyzing the processes used during the course of the investigation within prescribed timescales.
• Carry out research, complete chronologies and conduct statutory Adult and Child serious case reviews, Domestic Homicide and MAPPA reviews in accordance with national guidance. This will involve completing an Individual Management Review (IMR). Please note: a high percentage of the team's workload involves this type of review.
• Undertake and author thematic investigative reviews as directed by the Crime Review Team Manager. Thematic reviews can cover a wide range of subjects and concentrate on specific areas or lines of enquiry to aid SIOs and inform organizational learning.
• Lead and conduct reviews of critical incidents where there is a potential organizational risk or where there is an opportunity for organizational learning. To subsequently brief and advise chief officers on the findings of such reviews.
• Conduct additional investigative review work including sensitive reviews linked to ongoing Professional Standards Department or Independent Office for Police Conduct investigations, post acquittal reviews and other project work that is delegated to the Review Team.
Skills & Experience
Essential Skills and Experience
• You must have a proven investigative track record in criminal investigations with recent experience of managing, overseeing or reviewing major / critical investigations.
• You must have experience of partnership working, public protection procedures and the statutory review processes.
• You must have proven ability to influence and persuade senior managers to accept recommended changes.
• You must possess excellent communication skills, both written and oral, in order to produce clear, concise, accurate and logical reports and presentations in respect of review findings.
• You must possess an enquiring mind and able to demonstrate the strength of character required to challenge current investigation practices and procedures where appropriate.
• You must have the ability to display sensitivity and empathy in challenging situations.
• You must possess excellent interpersonal skills with the ability to work closely with and respect the needs of people at all levels within the organization and members of the public.
Desirable Skills & Experience
• Professionalising Investigation Programme Level 3
• Experience as a Major Crime Senior Investigating Officer PIP3 level.
• Basic level of HOLMES 2 training.
• Experience of investigative audit whether at a force / corporate / organisational / departmental level
