This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst remaining two separate legal entities/employers with different terms and conditions.

Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.

Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowances and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role & Key Responsibilities

This is a rare opportunity to lead the Road Safety Partnership team across Surrey with a single common goal of reducing the number of people killed and seriously injured (KSI) on the roads of Surrey.

Key partners will be the Police, Fire & Rescue, Local Council, Local Highways Authorities and National Highways.

You will bring your previous skills with you, to enable the team to be more efficient and effective, providing better services to both internal and external customers both directly and indirectly. In order to do this you will have an open mind, and ability to see opportunity for efficiency and navigate the various processes to deliver change in a timely way. Ideally you will have an understanding of change management or project management. You will be an efficient, organised individual who doesn't just manage processes, sees opportunity for innovation and drives change but you will also be able to take your teams with you through inspiring leadership.

You will bring a highly developed understanding of partnership working in order to enable you to work closely with partners to deliver on agreed key initiatives.

You will also bring a depth of understanding around procurement and good financial management both of revenue budgets and capital budgets and an ability to plan ahead, delivering asset management and capital investment plans.

The role of Partnership manager is an opportunity to work across Surrey to help reduce the number of people killed or seriously injured (KSI) on the roads of the County. You will do this through leading the partnership in their business as usual delivery of campaigns and improvement initiatives, through their work supporting enforcement and education by delivering key projects to improve reduce KSI on Surrey Roads. All this will be achieved through working with partners.

You will be a member of the senior leadership team in Operations Command contributing your senior leadership experience to the broader operations command work.

The post will have teams to lead in Shalford, Surrey however as a member of the Operations Command, command team travel will be required across Surrey and Sussex at times, however we will accommodate flexible and remote working as well.

Day-to-day duties and key responsibilities will include the following:

  • Working to the Superintendent Roads Policing, lead the strategic and tactical development of partnership working within Operations Command.
  • Responsible for the line management and development of Surrey Safety Camera Partnership.
  • Act as a strategic partner at external and internal meetings, with executive authority to represent Surrey Police and commit to funding as delegated by Superintendent Road Policing.
  • To develop partnerships with local and national organisations, and set up initiatives and projects concerning road safety.
  • To be a member of the Operations Command Leadership Team with responsibility for Road Safety Partnership Activity across Surrey.
  • To collaboratively work with Divisional and District Commanders, to ensure joined up working across both Surrey Police.
  • To manage and build relationships between members of the Surrey Road Safety Partnership, sharing knowledge and best practice and encouraging collaborative working.
  • To manage appropriate projects across Operations Command, to deliver strategic objectives of Surrey Police.
  • Represent Road Policing Superintendent at strategic meetings across Operations Command as required
  • Undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.

  • Substantial experience and knowledge of working in a partnership/collaborative environment.
  • Ability to inform, advise, negotiate and influence at all levels, including senior colleagues and senior partners.
  • Pro-active, self-disciplined approach to tasks with the ability to be flexible and work to tight timescales with minimum management direction.
  • Ability to manage, motivate and also work as part of a team.
  • Excellent oral and written communications demonstrating integrity, tact, tenacity and diplomacy.
  • Experience of building and maintaining strong relationships with stakeholders, inspiring confidence, winning trust and acting with honesty and integrity.
  • Ability to work under pressure and manage conflicting priorities.
  • Excellent time and task management skills; ability to deliver to committed deadlines, demonstrating attention to detail.
  • Ability to use tact, initiative and independent judgement within policy, procedural, and legal guidelines while remaining calm in difficult situations.

  • Experience of managing stakeholders effectively and working with multiple partners.
  • Demonstrate substantial experience of leading, managing and motivating a team, including performance management, staff development and work planning.
