This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst continuing to be two separate legal entities/employers with different terms and conditions.
Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.
Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowance and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.
The Role
Planning and Logistics Officer – Operations Command SPA 10 (SCP 24 to 27) £29,331 - £32,394. Grade G 28,236 - 33,723.
Location: Based at Sussex Police HQ, but the ability to move across both Surrey and Sussex estate will be required.
An exciting opportunity is available for someone to become part of the Operations Planning Team based at Sussex Police HQ, Lewes. Two roles are currently available for recruitment.
The purpose of the role will be to plan Category A, B and C operations as well as to co-ordinate the mobilisation of police resources and associated logistical equipment in support of both Surrey and Sussex Police.
The post holder will be expected to attend and represent Surrey and Sussex Police at both internal and external meetings with partner agencies, other policing regions and event organisers. There will also be a requirement for regular liaison with operational police supervisors, providing assessment, provision of logistical equipment in support of force operations and significant incidents and preservation of evidence.
Supporting large scale operations, spontaneous critical incidents and major incidents will form part of this role. Requirements for mutual aid, both leaving and supporting Surrey and Sussex Police, will need to be coordinated in line with policy to ensure that logistical arrangements and all financial aspects are monitored. It will be expected that the post holder will have an awareness of operational and contingency plans in support of planned policing operations and emergency activation's.
Regular liaison with Duties and Resourcing Team Leaders across both forces will be required to ensure that specialist resources are secured, and allocated in accordance with relevant force policy and the best value principles.
The post holder will be expected to be part of the 24/7 on call response capability of the Operations Planning Team. This will provide a dedicated logistics role in support of large scale policing operations for both planned and spontaneous events which involves working during unsocial hours. Appropriate on call recompense will be given for this part of the role.

Key Responsibilities
Provide a dedicated planning and coordinating role on behalf of Surrey Police and Sussex Police in respect of events and incidents requiring a significant number of police resources (staff and equipment). Such incidents include large scale public order/public safety operations, pre-planned and spontaneous events and incidents, including the assessment and grading of all operations, applying the Events assessment Matrix. Working closely with divisions and departments across the forces which contribute specialisms to an operation ensuring a consistent approach is applied. Effectively balance multiple operations simultaneously, managing conflicting priorities and numerous Commanders at any one time, providing specialist planning advice throughout the operation in line with police regulations.
Co-ordinate the mobilisation of police resources to support both forces and divisions in managing large scale operations, spontaneous critical incidents, major incidents and civil emergencies.
Liaise closely with The South East Region Coordination Centre (SERICC), National Police Coordination Centre (NPoCC) and other police forces providing a single point of contact for regional and national mobilisation requirements.
Liaise and negotiate with the Force Duties & Resourcing Team Leaders, Police Supervisors and Duties Planners in securing specialist resources across both forces.
Liaise regularly with internal and external stakeholders, including partner agencies, event organisers and other police forces. To attend and represent Surrey Police and Sussex Police at both internal and external meetings, initiating and developing effective communication and partnerships with external agencies. Attend and advise at multi-agency Safety Advisory Group meetings, review and scrutinise event management plans and other documentation as necessary in line with event guidance. identifying and escalating issues and risks to commanders for assessment and ensuring identified risks are reported back to the event organiser as necessary. To maintain awareness of regional and national events and operational policing commitments.
Manage all Special Police Services (SPS) and Private Hire requests across Surrey Police and Sussex Police; to include agreement of any abatement applied by following the SPS matrix, liaison with the requesting company and commanders and ensuring all necessary documentation is provided, agreed and signed. To be responsible for monitoring all financial aspects including cost recovery to the forces.
Provide advice and guidance to operational police supervisors on the assessment and provision of logistical equipment in support of force operations and major / critical incidents. Preparing necessary documentation and facilitating the set-up of meeting cycles, briefing sessions, tabletops (internal and/or multi-agency). To ensure a prompt response to attend scenes to deploy suitable equipment in support of scene management and preservation of evidence. Where necessary purchase or hire equipment as well as provide subsistence to officers at scenes.
Manage and maintain Mercury Capacity Data; a national database of policing portfolio capacities for Surrey Police and Sussex Police. To liaise with business leads across all policing areas, to advise Chief Officers of any escalating concerns and to support the quarterly sign off of the data.
Prepare, review and update force operational and contingency plans in support of planned policing operations and emergency activations. To maintain an awareness and where necessary actively contribute on behalf of Surrey Police and Sussex Police to national operations and plans and to assist with a national call out function for the Foreign and Commonwealth Office.
Undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.
Skills & Experience
Essential;
• Possess the capability and aptitude to successfully complete the requisite College of Policing qualifications, as outlined above
• Proven experience in planning and ability to coordinate multiple functions that contribute to operations or events.
• Ability to take leadership in planning and progressing operations which impact on the reputation of Surrey Police and Sussex Police.
• Ability to credibly represent Surrey Police and Sussex Police at multi-agency meetings, maintaining the reputation of both forces.
• Ability to be flexible in the approach and working practices to service both Surrey Police and Sussex Police, managing geographical challenges and different cultures and processes within both forces.
• Proven ability to influence and provide suitable planning advice and co-ordination requirements to senior management and command to achieve a successful operational response to a policing requirement.
• Proven ability to influence external partners and stakeholders to achieve an effective multi-agency approach and promote event safety.
• Proven ability to manage competing priorities and deadlines on multiple operations, using own initiative to prioritise workload, be self-motivated to achieve deadlines and respond flexibly to rapidly changing demands under pressure.
• Ability to confidently liaise and provide expert advice to senior commanders in all areas of planning and logistical delivery.
• Proven ability to actively problem solve and overcome challenges to deliver the best outcome available.
• Ability to be reactive and make assessments and decisions to tailor the response to specific circumstances and to progress operational delivery.
• Proven and well evidenced use of interpersonal skills, with strong ownership ethic, personal responsibility, and a proactive approach.
