The Role & Key Responsibilities
To ensure that the OMU provides effective and efficient management of OMU allocated occurrences and the NICHE reporting process, for each occurrence, including allocation or finalisation, as part of a wider demand reduction strategy.
To ensure that all OMU staff apply the Threat, Harm, Risk, Investigation, Vulnerability, and Engagement (THRIVE) principles and the National Decision Making (NDM) model to OMU allocated occurrences.
To promote quality assured performance and ensure compliance with policies and procedures.
Deal effectively with complaints from members of the public, regarding investigations held within the OMU.
To guide and provide professional advice to OMU staff to ensure a consistent approach is delivered with regard to Home Office Counting Rues (HOCR) and the application of the THRIVE principles and the NDM model to ensure that only those occurrences requiring secondary investigation are allocated. Therefore reducing unnecessary deployment of operational officers. Oversee primary investigations within the Telephone Investigation Bureau (TIB) and provide advice and guidance to investigators in order to ensure that the quality of investigation and evidence secured is of the highest standard and when they are suitable to task for secondary investigation. Therefore reducing unnecessary deployment of operational officers.

Liaise regularly with other departments to ensure that occurrences are being dealt with appropriately and at the earliest possible opportunity. Therefore reducing unnecessary deployment of operational officers.
Where necessary or appropriate make, record and implement policy decisions in respect of primary investigations.
Perform the role of Dedicated Decision Maker (DDM) as detailed within the Home Office Counting Rules (HOCR) and apply ACL’s on sensitive reports as per force policy.
To actively encourage and support the development of OMU staff, by identifying any training and development needs required to provide them with the necessary skills and knowledge to achieve their performance priorities, in line with organisational goals.
To monitor and record quality issues relating to demand reduction practices and provide feedback to others to facilitate continuous improvement.
To prepare management information reports as required.
To promote and comply with Surrey Police obligations under the Equality Act 2010 and Health and Safety legislation, both in the delivery of service and treatment of others.
To carry out any other duties which are consistent with the nature, responsibilities and grading of the post.
Skills & Experience
It is essential that the postholder has/is:
- Substantial, relevant and current operational experience in the application of Home Office Counting Rules, data integrity and the management of volume crime in a crime management role.
- A sound understanding of criminal law and evidence, force policies and procedures including a full understanding of the spectrum of risk within a criminal investigation.
- Strong interpersonal skills with the ability to engage with employees at all levels of the organisation. To include negotiation, with an objective stance and the ability to influence and direct individuals and Business/Department Leads towards the desired policing outcome.
- Experience in the production of clear, concise and accurate reports identifying performance and emerging trends for dissemination to the wider Force.
- Current experience of managing, motivating and developing teams to achieve objectives.
- Current experience of managing victim expectations in a professional and realistic manner.
- Current experience of providing advice and guidance to staff and managers on working practices and procedures.
- The ability and aptitude to motivate and develop staff both within the unit and identify methods of development to those routing work into the unit.
- It is desirable that the applicant has experience working in a crime management role.
