The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.
The Role
Location: Hastings, East Sussex.
This is a fixed term contract for 2 years.
You will work in our Economic Crime Unit (ECU) and report to a Financial Investigation Manager or Detective Sergeant.
The successful candidate will support East Sussex Division in the targeting of criminals and assisting with financial enquiries in respect of investigations.
To identify and pursue opportunities for the recovery of criminal assets by means of confiscation, forfeiture and seizure of cash in order to further the disruption of criminal activity.
To act as a point of reference for Divisional and Force- wide Officers in relation to financial investigations and making enquiries with financial institutions and other law enforcement agencies.
You will use the Proceeds of Crime Act powers to recover criminal assets through a range of means to disrupt their activity.
You will provide expert evidence at court and link in with other financial institutions.
Key Responsibilities
You will take the lead in financial investigations, in particular 'criminal lifestyle' offences.
You will investigate offences and pursue opportunities where confiscation, forfeiture and restraint of assets are suitable.
You will engage in every stage of the court procedure as an expert witness.
You will develop financial profiles on subjects utilising a variety of sources.
Work with external stakeholders such as HM Revenue and Customs, Department of Work and Pensions, Trading Standards and the National Crime Agency.
You will be a point of contact and support for colleagues conducting investigations with a financial element.
Skills & Experience
You will need to be currently accredited with the NCA and with demonstrable experience as an accredited financial investigator, together with proven knowledge of the legislation and developing case law in relation to Money Laundering, Confiscation, Forfeiture and Restraint procedures under the Proceeds of Crime Act 2002 and other relevant legislation.
Current knowledge of the legislation associated with the obtaining and presentation of evidence, in particular Police & Criminal Evidence Act 1984 (PACE), Criminal Procedure & Investigation Act 1996 and the Proceeds of Crime Act 2002 (CPIA). Detailed knowledge of the rules surrounding the handling and dissemination of intelligence, and the principles of the Human Rights Act 1998.
Good oral communication skills with the ability to present evidence in court and to advise others in matters of financial investigation when required.
Good written communication skills with the ability to produce clear, concise and accurate reports, including evidence for court.
Ability to utilise available software in the design and preparation of reports, spreadsheets, graphs, charts and diagrams to meet with requirements of individual investigations.
Able to assimilate and analyse large quantities of information and make sound judgements.
Good planning, organising and time management skills with the ability to work under pressure and prioritise a demanding workload to meet legislative deadlines.
Able to demonstrate a high level of integrity, diplomacy, tact and confidentiality, given the sensitive nature of the investigations within the department.
A current full driving licence is essential as the post holder may be required to travel and must be flexible with duty times and locations dependent on operational needs.
