The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role

To be the Single Point of Contact for all referrals into MATAC (Multi Agency Tasking and Coordination).

To manage the cohort and operation of the MATAC process across the force.

To be proactive in gathering evidence and information from a number of internal and external sources, ensuring accurate and relevant information is available to assess risk of harm from perpetrators of Domestic Abuse.

To provide specialist advice to all staff in relation to the MATAC process. To ensure actions have been completed and chase updates.

Key Responsibilities

Act as the Single Point of Contact for all referrals into MATAC to ensure all remain within the agreed referral threshold and are consistent across the force.
Ensure the volume of cases referred to MATAC remain manageable across the force.
Provide advice and guidance to external customers of managing the MATAC process, reflecting national best practice, lessons learned and legislative changes.

To research the cohort subjects to identify and appropriate and manageable number for MATAC. This will include using the Recency, Frequency Gravity and Victim (RFGV) score to support the above.

Actively seek, develop and maintain productive working relationships with a wide range of partners to facilitate information sharing, joint actions and promoting the submission of MATAC referrals. Organise and ensure consistency in those referrals.

Full research and interrogation of all available internal and external databases including NICHE, PNC, PND ahead of all MATAC’s and produce an accurate research document suitable for sharing with all relevant agencies at the meeting.

Ensure the information is shared in line with the appropriate Information Sharing protocol and to the appropriate destination/person.

To organise and assist the chair with the management of the MATAC meetings to include (but not limited to) ensuring the correct professionals attend, gather reports from absent professionals to be shared at the meeting, compile a subject profile outlining the number of known victims and their associated children and details about their recent offending behaviours and RFGV score. During the meeting provide updates on previous actions agreed and minute those actions which are to be undertaken and by whom. Disseminate accurate minutes and action tracker following each meeting.

To follow up on the meeting actions to ensure timely responses received for actions as set by the chair of MATAC, update intelligence and continue to monitor perpetrator progress by frequent interrogation of available systems.

To develop and maintain effective working relationships with divisional Safeguarding Investigation Units, Domestic Abuse Teams, Domestic Abuse Caseworkers, MARAC coordinators, Children’s Services, Safer Neighbourhood and Proactive Teams. To understand the TTCG and referral process.

To develop and maintain effective working relationships with partner agencies including (but not limited to) housing, outreach services, probation.

You will be required to travel to and attend meetings across the force.

To undertake other such duties appropriate to the grade and character of work as may reasonably be required, including the specific duties of similar or lesser graded posts.

Skills & Experience

Educated to GCSE standard, or equivalent, including A-C in Maths and English

Ability and willingness to undertake DA training

Ability and willingness to undertake training on all Surrey Police computer systems

Knowledge of Domestic Abuse investigations and associated risks

Excellent interpersonal and communication skills. In addition, must be able to negotiate and influence at all levels in order to ensure that appropriate actions are completed

Ability to interrogate computer systems and research/present information

Highly organised and be capable of compiling clear, accurate and concise reports

Knowledge of dealing with relevant unused material in order to ensure it is identified and recorded in accordance with the provisions of CPIA, taking into account the sensitive nature of domestic abuse investigation

Excellent time management and the ability to work without direct supervision whilst under pressure, prioritising work and dealing with competing demands and interests in an organised and methodical manner

Awareness of investigating offences of domestic abuse and the challenges that these type of investigations face within the criminal justice system.

An understanding of the impact and profile of domestic abuse in particular of coercive control.

Ability to maintain personal and professional boundaries whilst maintaining good working relationships with colleagues

Must be capable of absolute discretion in handling matters of a personal, sensitive and confidential nature

Ability to interpret information quickly and effectively in order to select the right course of action

Demonstrates confidence, credibility and resilience

Ability to independently exercise own judgement in a consistent manner, within confines of legislation and agreed procedures

The ability to operate multiple computer database systems and be willing to undertake training in order to become proficient in all relevant Surrey Police systems

The ability to maintain personal resilience through challenging and emotional work. Being self-aware and able to demonstrate mechanisms to maintain own wellbeing

Strong crisis management skills with the ability to handle situations of heightened stress and/or emotional turmoil

Further Information

A full and valid manual driving licence for motor vehicles is required.
The post holder will be based at Reigate Police station. Please note that in 2024 this will move to Leatherhead. The post holder will however be required to travel throughout the county and work from police stations in Guildford and Staines
