The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role

You will be primarily responsible for ensuring that premises across West Sussex licensed under the Licensing Act 2003 (pubs, bars, night clubs, indoor and outdoor events and retail shops selling alcohol) are run lawfully.

You will act as point of contact between Sussex Police and the respective Council Licensing Authority on matters of enforcement, objections to licenses, providing input to their Licensing Policy, supporting Licensing Hearings and appeals to Magistrates Court.

As a representative for Sussex Police you will provide advice and strategic direction for all licensing matters on West Sussex Division in line with the Force-wide policy and licensing objectives.

You will also be required to present cases to the Public Committees and provide evidence at court on behalf of Sussex Police.

You will work as part of a small team alongside Licensing Clerks, Licensing Officers and police officers and will have supervisory responsibility for Licensing Clerks within the team.

This is a part-time position working as part of a job share with another part-time employee. The hours are 14.8 hours per week which will be spread over Wednesday, Thursday and Friday mornings and some afternoons. Some flexibility with hours on those days may be possible subject to agreement with colleagues and the overriding requirement to attend meetings and appointments.

Occasional evening, night and weekend working may be required.

Key Responsibilities

You will develop joint working procedures with the Licensing Authority as appropriate determining the division’s strategy towards Licensing applications, enforcement and prosecution.

You will advise the Divisional Commander on respective positions to take on all matters affecting Licensing legislation, and prosecution policy towards offenders.

You will represent Sussex Police at joint-agency meetings, Council Committee and Magistrate Court hearings, acting as an expert witness when required.

You will monitor licensing related incidents as part of the National Intelligence Model process, maintaining and interpreting appropriate databases, and identifying issues which have operational significance.

You will act as tactical adviser in relation to all licensing matters as appropriate. You will maintain relevant files, ensuring that information is accurate to enable police to undertake their role as a statutory consultee, and to support successful enforcement activity.

You will effectively liaise with the Licensing Officers, Licensing Managers and Director of Service in the Council Local Authority’s and other Responsible Authorities, as necessary.

You will prepare documentation to support licensing enforcement, including Premises License Review Applications as required by supervisors, producing evidence bundles and meeting all statutory timeframes required by this process, producing appeals to Magistrates Court, objections to personal and premises licenses, and the statutory police consultative role.

You will supervise, direct, monitor and evaluate all functions of the Licensing Unit to ensure a quality of service.

You will lead, manage, and support the Licensing Clerks within the team. This will involve holding regular one to one meetings to support them with their work, development, welfare and any additional concerns.

Skills & Experience

Excellent communications skills to be able to liaise, negotiate and present recommendations to key stakeholders and senior management teams.

You must have previous experience of working with key stakeholders to negotiate and influence key decisions.

High standard of written communication so you can produce detailed prosecution and case files for hearings and any other documentation as required.

Experience of gathering and assessing information from a wide range of sources to allow you to make informed recommendations and present relevant evidence at court.

Excellent time management and organisational skills with proven experience of working to specified deadlines.

Good computer and administration skills as the role will require extensive use of Microsoft Word, Excel, Outlook and a number of other computer programs and systems.

You must be confident with presenting and public speaking as you will be required to present cases in a clear and methodical manner to the Public Committees and provide evidence at court on behalf of Sussex Police.

Self-motivated with the ability to use your own initiative and work independently with minimal supervision. Knowledge of Licensing legislation and guidance would be desirable or the ability to understand and interpret this so it can be implemented appropriately.

Ability to work within a team. Some travel within Sussex will be required and very occasionally outside of Sussex so you must have a full clean driving licence.
