The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role

The Learning Support Officer is the primary point of contact for new Police Constables (PCs) and Police Community Support Officers (PCSO) who join Surrey Police through one of the PEQF entry routes into Policing.

The PEQF Entry routes for Officers are delivered in partnership with four Universities who, in conjunction with Surrey, Sussex and Hampshire Police form the Police Education Consortium. As such, the Learning Support Officer (LSO) will be expected to form and maintain strong working relationships with University Staff to ensure that Officers engaged on the PEQF learning programmes are supported throughout the duration of their studies. The LSO will act as a link between the Universities and Force and act as a SPOC to ensure that a consistent supportive approach is provided to each Officer.

The LSO will work within the collaborated Support & Development Team and will be expected to provide guidance and signpost internal and external support to new recruits who may have additional learning or neurodiversity needs in order to allow them to engage as fully and productively as possibly in the programmes.

The LSO will work closely with the Workplace Adjustments Coordinator (also based within the Support & Development Team) to ensure that Officers who may have an additional learning need are supported at the earliest available opportunity and that this support is maintained throughout the duration of their learning programme.

Key Responsibilities

1) Provide an overarching point of contact for pastoral care for all new entrants throughout their time on their initial entry programmes. (Three years for PC apprentices, two years for Degree entrants and one year for PCSO apprentices)

2) Work with key stakeholders to ensure there is a seamless sharing of all relevant learner information at various stages of initial learning programmes. Ensure that any supporting plans and practices that aid students with specific learning differences are implemented with L&PD teams and first line supervisors.

3) Where appropriate positively signpost students to mechanisms supporting their welfare in terms of absence, neurodiversity needs, learning support aides, pastoral support and any wider concerns.

4) Support face to face and online delivery of learning programmes – specifically in areas around student support such as pastoral care, neurodiversity and any identified learning needs.

5) In conjunction with the Assessor and University, support all PC and PSCO apprentices that will undertake end point assessment. Ensure that all necessary documentation and processes are in place with external organisations including Universities and End Point Assessment Organisations (EPAO)

6) In conjunction with key stakeholders, ensure any and all relevant information and processes are in place that support external scrutiny, such as (but not limited to) The Office for Standards in Education (OFSTED), The Education Skills Funding Agency (ESFA), the Quality Assurance Agency (QAA) and Her Majesty’s Inspectorate of Constabularies and Fire Rescue Service (HMICFRS).

7) Provide administration assistance for internal and external inspection including but not limited to The Office for Standards in Education (OFSTED), The Education Skills Funding Agency (ESFA), the Quality Assurance Agency (QAA) and Her Majesty’s Inspectorate of Constabularies and Fire Rescue Service (HMICFRS).

8) In conjunction with the Apprenticeship Officer, support the maintenance of apprentice records on external systems throughout the apprenticeship cycle, including Learner Record Service (LRS), Individual learning Records (ILR), Digital Apprenticeship Service (DAS) and the Yeti, APTEM and ONEFILE systems (Apprenticeship learning and progression management system).

9) Undertake other duties appropriate to the grade and character of work as may be reasonably required, including specific duties of a similar or lesser graded post.

Skills & Experience

ESSENTIAL

• Minimum Level 3 training qualification (e.g. NVQ, Certificate / Diploma in teaching in the Life Long Learning Sector, Certificate in Education or equivalent)

• A Levels or equivalent

• The ability to work with students and to be able to support students with different learning needs and requirements throughout their programmes.

• Be able to demonstrate a strong understanding of neurodiversity issues and be able to put in place effective plans to support learners on their entry programmes.

• Proven ability of successfully working with apprenticeships with a sound understanding of the apprenticeship lifecycle and government reporting requirements.

• Excellent communication skills both written and verbal and the ability to present to groups or individuals

• Excellent negotiating, influencing and problem solving skills especially around logistical planning.

• Highly competent ICT skills, including Microsoft Office and web-based applications

• Has the ability to plan ahead, manage and prioritise their workload and respond flexibly to rapidly changing demands

• To be able to produce and review complex information and documents to a high standard

• Whilst primarily based in Surrey or Sussex the post holder must be prepared to work across Surrey and Sussex and liaise with their counterpart in Sussex Police.

• Occasional travel within the UK to visit other sites using personal vehicle or public transport as appropriate. These may involve occasional overnight stays.

• Regular travel within the Force area to support apprenticeship events and maintain professional links with stakeholders.

DESIRABLE

• Minimum Level 3 qualification in Assessment and Verification

• Experience of working within an apprenticeship environment

• Experience with reporting systems such as ILR (Individual Learning Records) YETI and DAS (systems to record apprenticeship learning and progression).

• Experience of running meetings, both in person and virtually
