The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role

Are you passionate about safeguarding vulnerable people, in particular children experiencing or at risk of being exploited? Do you have excellent interpersonal skills, with an ability to build trust and rapport with children, and an enquiring mind to identify perpetrators, and the locations they are targeted? Do you want to identify and hold to account perpetrators involved in the exploitation of children, whether criminally or sexually?

Are you a problem solver, able to work with partner agencies to ensure appropriate support is provided to safeguard vulnerable children and adults and prevent repeat missing episodes?

We are looking for Investigating Officers to join our busy Child Exploitation and Missing Unit (CEMU). An enquiring mind and commitment to safeguarding children is key: investigation training can be provided, but candidates must be able to demonstrate their ability to build trust and rapport with children. Knowledge or an understanding of child sexual exploitation and / or the county lines model of drug dealing is preferable.

You will also work with partner agencies to undertake prevention and intervention activity to reduce repeat missing episodes involving children and vulnerable adults.

Key Responsibilities

You would be expected to identify and safeguard children at risk of, or being, exploited either criminally (Child Criminal Exploitation - CCE) or sexually (Child Sexual Exploitation - CSE), and ensure appropriate action is taken to reduce the risk of that child being, or continuing to be, exploited.

You would build a rapport with those children (and their carers), as a trusted professional, complete enquiries to identify the perpetrator(s) who may be exploiting them, or locations where the exploitation of children may be taking place, and work with partner agencies to ensure that child, and any others who may be at risk, are safeguarded. You would be intelligence led, and submit timely intelligence submissions yourselves.

You would undertake necessary enquiries including, but not limited to, statement taking, exhibit handling, witness and victim contact, Charter applications, Digital Forensics Submission Forms, reviewing phone data and CCTV footage, completing video recorded interviews of victims and witnessed, and assisting with prisoner handling, case building and court files, or any other activity to disrupt perpetrators' activity.

You would undertake intervention and prevention work in respect of repeat missing children or adults at risk (more than 3 missing episodes, or missing more than 48 hours, within a 90 day period), and repeat locations such as children's and adult care homes, and mental health units, to reduce missing episodes and ensure the safeguarding of those involved.

Skills & Experience

Essential:
A high level of interpersonal skills, in particular proven experience of being able to engage effectively with children and vulnerable people, building trust, whilst also being able to be assertive when required.


A working knowledge of child sexual, and criminal, exploitation (including drug related criminality, in particular an understanding of the county lines model of drug dealing) and / or the willingness to undertake training to develop that understanding.


The drive and ability to develop and maintain your knowledge and understanding of drug markets and trends.


The ability to work in partnership with professionals from other agencies, whilst also being able to negotiate and influence as required to ensure the voice of the child is heard; all professionals consider the lived experience of the child, and contribute to their safeguarding.


An enquiring mind, and professional curiosity.


The ability to operate a computer database system, and / or the willingness to undertake training and become proficient in the use of Surrey systems.


The ability to work effectively unsupervised, and as part of a team.

A methodical approach to work.


Effective time management: the ability to work under pressure and to meet deadlines.


A flexible and creative approach to problem solving.


A full and valid driving licence.

Desirable:
Proven experience in investigation and of conducting interviews to a high standard, or the willingness to undertake the necessary training.

A working knowledge of criminal law and of the criminal justice system, or the willingness to undertake the necessary training.

Experience of working in a child protection or safeguarding of children environment.

An understanding of General Data Protection Regulations (GDPR) in order to ensure information is handled and stored correctly, and that any information sharing is appropriate.

Knowledge of custody procedures in relation to prisoner detention and processing.

An awareness of equality and diversity issues in the working environment.
