This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst continuing to be two separate legal entities/employers with different terms and conditions.


Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.


Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowance and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role

The manager of an intelligence team, based at either a force or divisional level, is responsible for managing a team of PC intelligence development officers alongside a team of police staff intelligence researchers and analysts. The intelligence manager must ensure compliance with relevant intelligence processes, legislation and guidance as well as manage operational activity. This includes responsibility for chairing intelligence meetings, developing, delivering and reviewing intelligence collection plans, sharing best practice and identifying appropriate tactical responses. Be responsible for the leadership of an active team of intelligence professionals.

Independently provide focus, prioritisation and control to coordinate and manage capacity and capability to demand while remaining accountable for service levels and staff performance. Ensure that work is appropriately delegated and that role holders are held accountable for delivering against their responsibilities. Negotiate with colleagues outside intelligence to enable and provide clear priority and direction for intelligence staff, managing expectation around capacity and capability

Direct resources to gather, develop and disseminate intelligence and intelligence products according to the strategic and operational priorities, using a combination of covert and overt development skills and staff. Undertake strategic and tactical intelligence activity when necessary (including in support of confidential or high level investigations), and present findings and proposals to the relevant audience/s Oversee the creation and dissemination of intelligence material and products in support of strategic, tactical and operational priorities. Quality assure these outputs to ensure they are all of sufficient standard to support operational decision-making, meet evidential requirements, and inform tasking of Surrey and Sussex resources

Key Responsibilities

Management of a divisional intelligence development team, made up of Sgt and PC Intelligence development officers who are trained in covert surveillance techniques and manage sensitive intelligence and recruitment of CHIS

Management of risk based intelligence including firearms, threat to life and exploitation product. Recognising and safeguarding vulnerability and tackling serious organised crime.

Contributing to wider intelligence delivery engaging with partners and wider intelligence professionals across the South East Region, MET and NCA. Supporting community policing and supporting the Surrey Public First principles.

Managing stakeholders and directing resources in line with force strategic assessment and control strategy priorities.

On call function across both Surrey and Sussex Police in relation to Critical incidents including kidnap and extortion or child abduction offences

Delivering strategic intelligence oversight in consultation with the divisional Senior intelligence Analyst and central intelligence teams

Skills & Experience

Proven and well-evidenced expertise in thinking strategically and assimilating complex information to discern threats, harm, opportunities and risks in order to inform strategic, tactical and operational activity

Experience and understanding of running investigations, formulating investigative / intelligence strategies, setting operational objectives and directing resources to achieve a successful outcome.

Experience of covert policing tactics is favorable but not essential

This vacancy will be based within the Specialist Crime Command at Surrey Police. The post is situated in Staines-Upon-Thames, however travel to the specialist crime hub at Woking will be required on a regular basis.


Please note that in 2024 Surrey Police Headquarters is due to move to Leatherhead this will include the Specialist Crime Hub currently situated at Woking.
