This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst continuing to be two separate legal entities/employers with different terms and conditions.


Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.


Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowance and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role

To act as a representative of the Chief Constable in all matters relating to the licensing of Firearms and Explosives. To support the overarching responsibility of this department to protect the public from foreseeable and avoidable harm by using all available sources of intelligence and information to inform a structured and objective decision making process, utilising the National Decision Model.

1 Vacancy in Surrey and 1 Vacancy in Sussex on a 12 month Fixed term Contract. The role covers the whole county as a 'floating' FEO, supporting colleagues with high workloads and covering annual leave.

The holder will be an agile/flexi time worker and will be required to use their own Vehicle for work (Standard mileage paid) and have appropriate insurance.

Key Responsibilities

Utilising the National Decision Model you must be able to prepare structured reports to support, or reject, applications made to the FELU for the ownership and use of firearms and explosives by members of the public.

You will develop knowledge and understanding of the legislation and Guidance pertaining to the licensing of firearms and explosives and be able thereby to act as an advisor to colleagues and members of the public.

You must be able to manage a heavy workload so that tasks are prioritised with public safety as the foremost consideration.

To be organised and efficient in the handling of large volumes of paperwork utilising available technology to its best advantage to assist in this process and to be able to maintain focus and enthusiasm when working alone.

You will be able to utilise training given to recognise signs and indicators of factors that may bring doubt about the suitability of an individual to possess firearms such as child sexual exploitation, domestic abuse, mental health issues, substance abuse or propensity for violence or loss of control – and be proactive in bringing these concerns to the attention of the appropriate police unit.

Skills & Experience

ESSENTIAL:
Educated to A level standard or equivalent vocational qualifications or relevant work experience.
Demonstrable ability to organise and prioritise a consistently heavy workload.
Ability and experience with Word based I.T. systems.
A very high standard of written and verbal communication skills.Working knowledge of assessing Risk and Threat and how to design and implement measures to mitigate risk and confidence in ability to intercede where risk cannot be reduced to acceptable levels.
A willingness to adjust working hours to achieve optimum efficiency. (Some evening and weekend work may be necessary).
To be physically capable of undertaking security inspections in confined and difficult to reach places and to survey land in order to assess suitability for shooting. Some moderate to heavy lifting involved.

CAPABLE OF PASSING THE REQUIRED VETTING

DESIRABLE:
Knowledge and understanding of Firearms Legislation.
Experience and understanding of shooting sports.
Experience of working with the public in a regulatory capacity.
Experience of searching police databases and the lawful and ethical handling of the information contained therein.
Experience of utilising the National Decision Model in all instances of rationalising decisions/actions.
Previous experience as a Firearms Enquiry Officer or within a Firearms Licensing team

ADDITIONAL REQUIREMENTS:
Must be able to drive a motor vehicle on a road to a standard acceptable to Surrey & Sussex Police Driver Training Unit.
