The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.
The Role
The force is dedicated to improving case file quality to help improve outcomes and partnerships within the wider Criminal Justice System. A recent change project has been undertaken to incorporate the evidential review function of case files within the Criminal Justice Department. This support function will also provide a focus on case file quality by supporting officers and their supervisors, whilst also helping to streamline processes and procedures and improve case file quality.
As such, we are looking for a capable and enthusiastic candidate to join our expanding team of Evidential Reviewers, to conduct detailed case file reviews and promote case file quality across the Force in order to continuously promote standards, support officers and ensure the best evidence is presented to the CPS and the best possible outcome is achieved at court.
We are looking to recruit one candidate on a full-time basis, although we would be open to part-time and job-share options, and fully support flexible working.
Key Responsibilities
To conduct evidential reviews of case files at pre-charge, post-charge and upgrade stage (including charge and postal requisition files) to ensure the evidential standard is met throughout in accordance with Director of Public Prosecutions (DPP's) Guidance on Charging. Verbal and written presentation of review findings to be focused and brief so that highlighted items may be quickly and effectively actioned.
To deliver a high level of customer service to all users of Criminal Justice (CJ), both internal and external; namely officers and staff, CJ partner agencies and other Forces. Making enquiries and responding to queries by proactively monitoring deadlines and requests, collating and disseminating digital information in an effective manner.
Where appropriate (not in breach of evidential procedures / policies) to make changes necessary to ensure a file is not rejected and increase the expediency of case file progression whilst ensuring its compliance, whilst assessing the risk to the outcome.
To ensure data quality, maintain accurate records and databases in order to store and retrieve accurate and timely information as required.
To embrace and positively promote any changes to processes and legislation (national, regional and local) which contribute to the continuous improvement of working practices, policies and parameters within the changing demands of the Criminal Justice environment.
Skills & Experience
Candidates must be passionate about case file quality and the impact of the police role within the Criminal Justice System. Our performance has wide reaching implications such as improved outcomes for victims and reduction in overall "waste" within the Criminal Justice System reducing re-work for officers, CPS and the courts alike.
Previous experience as a case file build practitioner is essential, whether in a role as a uniformed officers or support staff, and from this strong knowledge around Disclosure (CPIA), PACE, investigation and the Criminal Justice System, equal or equivalent to PIP Level 2.
Our Force are committed to digital progression and therefore the ability to work digitally in respect of workload allocation, case file content review, report writing and officer communication is required of all candidates.
Excellent communication skills and the ability to present balanced content clearly within a written report, as well as the confidence to rationalise findings in a constructive manner, in non-technical terms where required.
A strong team player with the ability to positively adapt where required to meet team goals, whilst also being able to work unsupervised and apply decision making skills successfully is required.
Further Information
Experience of Niche RMS would be beneficial but not essential.
Evidential Reviewers are managed centrally from Criminal Justice based at Guildford, but work from one of three divisional locations; West Surrey, East Surrey and North Surrey. Travel within your allocated division will be required 1 day per week in order to support officers face to face at their various base locations.
In order to provide a high level service to divisions, Evidential Reviewer office hours will operate between 08:00 - 18:00 and flexibility offered in respect of working hours, with the late finishes managed on a rotating basis approximately one week out of every 2 months, depending on staffing levels.
