This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst remaining two separate legal entities/employers with different terms and conditions.
Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.
Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowances and hours.

The Role & Key Responsibilities
From your first day with us you will be part of a policing family making a real difference.
It is our mission to identify and protect vulnerable people, prevent and respond to harm and keep people safe.
In this role you will act as the Quality, H&S, Environmental (QHSE) and Compliance expert and adviser for Estates & Facilities activities on all sites.
You will be responsible for Quality, Health and Safety and Environmental Services delivery across Surrey Police and Sussex Police estates & other Blue Light partners when required, ensuring that the service provided to customers across all service lines is of a high standard, that all relevant policies and procedures are accurate, up to date and are fully adhered to and professionally delivered.
You will lead on Estates, Facilities, Environmental and Health & Safety reporting and compliance. Areas of responsibility include:
- Creation and ongoing monitoring of Estates & Facilities Health & Safety Management Plan
- Provide effective monitoring to ensure all sites are statutory compliant, technically compliant and are operated safely in accordance with HASAW 1974
- Provide advice on management of building risks such as asbestos, water hygiene, cooling towers, closed systems and fire safety.
- Implement, monitor, and audit CDM15 and construction operations. This includes reviewing Construction Phase Plans, Pre-Construction Information, and Health and Safety Files. Additionally, conduct reviews and audits of Risk Assessments, Method Statements (RAMS), and permits to work
In addition, you will create and implement an effective accident reduction programme and safety improvement plan and advise E&F management and staff on statutory and technical compliance and on all aspects of QHSE. You will develop an Environmental Management System which incorporates aspects of ISO14001 such as carbon footprint reporting, carbon reduction and waste management plans. You will develop a quality assurance system and quality procedures process across the Estates & Facilities department, based on ISO 9001, ensuring the delivery of SLA’s relating to performance through regular reviews and performance reporting, and as appropriate, ensure modifications and amendments are progressed via Service Leads.
You will carry out internal management system audits and management system reviews & manage internal and external audits including reporting and monitoring & be accountable for the development, review and management of all Estates & Facilities risk register entries, risk logs (including fire) and business continuity plans with Service Leads. You will be accountable for ensuring full compliance with legislation, Force and departmental policies and procedures and to successfully comply with all statutory requirements specified in the delivery of services
You will be accountable for instigating management reviews and continual improvement programmes for existing services, practises and procedures using process mapping and flow charts, ensuring that efficiencies, innovation, improvements and commercial opportunities are identified where possible and are followed through agreed processes to ensure a positive and consistent approach across the department and organisation.
To also contribute to the delivery of the departmental cost reduction targets and to ensure that efficiencies are identified, evaluated and introduced whilst performance is maintained at the levels outlined in the service level agreement.
Manage a team which includes the roles such as Health & Safety, Sustainability & Environmental, Helpdesk & Compliance teams.
Skills & Experience
Essential Criteria:
- Substantial Estates Management environment experience
- Demonstrate experience and with a working knowledge of workplace safety and Health & Safety associated with Estates and Facilities functions.
- Significant knowledge of environmental management and its application within complex organisations
- Experience of designing, developing and implementing quality management policy and procedures across a range of functions.
- Experience of managing Risk and auditing Risk and Compliance Registers for
Estates and Facilities
- Proven, demonstrable experience in a relevant managerial position, preferably within an estates environment.
- Experience of leadership and line management of teams in office-based, agile and virtual environments including performance management
- Experience of implementing and managing performance management systems and frameworks i.e. ISO 9001, (Quality); ISO 14001 (Environmental); and OHSAS 18001 (Health & Safety).
- Experience of contributing to organisational change management.
- Strong operational skills including resource planning and time management.
- Excellent writing and presentation skills.
- Demonstrable knowledge of project management principles.
- Good decision making, negotiation and influencing skills including the ability to upwardly challenge where necessary.
- The ability to work in a proactive and innovative way, collaborating with others to achieve strategic organisational objectives.
- Excellent interpersonal skills including the ability to deliver difficult messages effectively and cohesively.
- Experience of managing, monitoring and forecasting budgets
- Excellent knowledge and experience of Microsoft Excel, Word, Visio and Project.
- Evidence of an up-to-date and ongoing Continuing Professional Development (CPD) plan including reference to all of designated Professional Competences
- Strategic, customer orientated approach.
- Working knowledge of Business Continuity and disaster recovery planning and procedures.
- Ability to effectively deliver QHSE training.
Desirable: Experience of implementing and managing performance management systems and frameworks i.e. ISO 9001 (Quality); ISO 14001(Environmental); and OHSAS 18001 (Health & Safety).
Flexibility to travel between remote sites.
