The Role
The Director of Estates & Facilities for Surrey Police and Sussex Police is seeking to recruit an experienced and dynamic individual to the position of Engineering Manager (Sussex). The individual will be accountable for the provision and development of a number of technical services including;
• Engineering
• Energy
• Mechanical and Electrical Compliance
• Maintenance Contracts and Projects
To be accountable for:
• The delivery of a high quality and consistent service to customers, in-line with clearly defined service specifications and in accordance with service level agreements (SLA).
• Full compliance with Force and departmental policies and procedures, especially all statutory requirements as specified in the delivery of services.
• The proactive and professional leadership of teams involved in the delivery of specified services.
• All aspects of financial management, the ongoing and regular review of services and introduction of innovation and efficiencies.
Key Responsibilities
Work with the Head of Facilities Services and the Surrey Estates and Facilities Manager to establish a ‘Centre of Excellence’ for the professional management of all key joint Sussex Police and Surrey Police Estates & Facilities service contracts, ensuring that a professional and competent performance management programme is introduced and maintained. The role will also provide an expert for estates technical and legal advice regarding property and real estate service expectations, delivery and all technical issues on contracts, the outsourced M&E and property support contracts to Sussex Police and our partners when required.
As an intelligent client function be accountable for the development and ongoing provision of estates and engineering services across the Sussex Police Estate, ensuring that services are provided consistently across all locations, in a professional and proactive manner.
Responsible for the development and introduction of a professional standard of project management and customer engagement and communication around all estates projects and services, especially where there will be an impact on customers and stakeholders.
Accountable for the development and ongoing provision of a fully integrated energy management plan, working collaboratively with Surrey Police and our partners, ensuring that a new and positive focus is introduced and communicated to customers and stakeholders and that we meet statutory and legal requirements as well as agreed targets.
Lead compliance in Health & Safety management across all Estates Services, ensuring that a robust reporting and inspection regime is in place and maintained to provide a fit for purpose, statutory compliant, safe, effective and accessible workplace.
Manage staff in a professional and positive manner, ensuring that all actions are consistent and transparent across teams in line with the Estates & Facilities Communication Strategy and to ensure a proactive and assertive approach to time, performance, risk and change management, both personally and across the teams.
Accountable for the ongoing, regular review of existing services, practises and procedures, ensuring that efficiencies, innovations, improvements and commercial opportunities are identified where possible and are followed through agreed processes to ensure a positive and consistent approach across the department and organisation.
Jointly accountable with the Estates & Facilities Senior Management Team for the development and introduction of a new operating model, service specifications and an internal service level agreement. To also be accountable for the delivery of the departmental cost reduction and income generation targets and to ensure that efficiencies are identified, evaluated and introduced whilst performance is maintained at the levels outlined in service level agreements
Accountable for full compliance with Force and departmental policies and procedures and to successfully comply with all statutory requirements specified in the delivery of services.
Work with the Director of Estates and Facilities on the development and implementation of a strategic 5 year estates strategy and departmental delivery plan for the delivery of Estates and Facilities services throughout the Force and its partners.
Skills & Experience
The job holder will need to have a proven and demonstrable experience in a Senior Estates Management position for a complex and large scale organisation. They will have firm evidence of an up-to-date and ongoing provide full membership of an appropriate body, e.g. RICS, CIBSE, etc and ideally hold a construction, architectural surveying or engineering degree. Proven strategic leadership and management of medium to large teams is a must as is experience of a varied portfolio of property estate and estates services. Experience of leading and contributing to organisational change management programmes will be required from the start of this appointment and will continue long into the future. Demonstrable knowledge of project management principles and extensive experience of using these principles to ensure time, costs and quality is effectively measured and maintained. Designing and developing, not only sites, but policies and procedures across a range of different functions. Extensive financial experience, including extensive experience of full accountability for internal budgets and management accounts of over £10m p.a. Extensive knowledge and experience of Health & Safety aspects of managing relevant services, with specific experience in asbestos, legionella, working at height, lone working, permits to work etc. Experience of business continuity, disaster recovery planning and being commercial aware.
