This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst continuing to be two separate legal entities/employers with different terms and conditions.
Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.
Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowance and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.
The Role
The post holder will develop and implement efficient and effective contingency and emergency plans within Surrey and Sussex Police and Local Resilience Forums in accordance with the Civil Contingencies Act 2004.
Assess national and local risks via the Local Resilience Forums in Surrey and Sussex and use this to inform contingency planning for both internal police emergency plans and planning for the Local Resilience Forums.
Act as a conduit into the Local Resilience Forums in Surrey and Sussex to provide contact and liaison with partner agencies to plan for an effective multi-agency response to any incident.
Chair Resilience Forum workstream meetings to provide risk-based guidance and direction for multi-agency planning and exercising to prepare for an effective multi-agency response to a major incident.
Deliver major incident awareness sessions to a number of internal training courses as required. Plan for and assist with delivery of multi-agency training and exercising through the Surrey and Sussex Local Resilience Forums.
Develop and update Surrey and Sussex force emergency and contingency plans, including counter terrorism plans where applicable, in line with identified national and local risks. Liaise with key stakeholders including divisional command, force departments and key partner agencies. Ensure uniformity and consistency of plans across the Surrey and Sussex area.
To maintain and administer the Surrey and Sussex emergency planning pages of the operations command intranet site and SharePoint libraries, ensuring key staff have access to all relevant documents to deal with major/complex incidents or civil emergencies.
Take on the role of initial chair for any Surrey and Sussex multi-agency Tactical Advisory Group meeting and act as an Emergency Planning Tactical Advisor to both strategic and tactical commanders during major incidents.
Provide a horizon scanning function to identify potential upcoming risks and share internally with Surrey and Sussex police commanders and Resilience Forum partners.
Manage and maintain the Surrey and Sussex Force Casualty Bureau function to meet the forces legal obligation as part of the DVI process. Attend regional and national meetings/CPD as and when required.
To be part of the 24 hour on call Emergency Planning response capability across Surrey & Sussex force areas. This includes managing the Sussex Resilience Form response to a major incident out of hours.
Plan for and when required, facilitate the set-up of a Tactical Coordinating Centre (TCC) and / or Strategic Coordinating Centre (SCC) in Surrey and / or Sussex.
Maintain and exercise the Emergency Planning Business Continuity plan.
To undertake such other duties appropriate to the grade and character of work as may reasonably be required, including the specific duties of a similar or lower graded post.
Key Responsibilities
Day to day responsibilities will include
• Liaising with the Sussex Resilience Forum (SRF) and partner agencies to plan for, train, exercise and respond to major incidents in a multi agency context
• Working with internal stakeholders to ensure that police contingency plans are reviewed on schedule and communicated appropriately
• Managing the Emergency Planning inbox and responding to queries and questions on a daily basis
• Assist in the management of the Casualty Bureau function
• Being part of a 24/7 on call rota to support Sussex Police and the wider SRF in responding to multi agency and Major Incidents
Skills & Experience
Qualification in Emergency Planning or Disaster Management, or relevant emergency planning experience.
Experience in partnership working Understanding of the CCA.
Experience in writing and exercising contingency plans.
Driving license with access to a vehicle.
Good IT Skills and understand and working knowledge Microsoft software/ Teams /SharePoint etc.
The additional knowledge is desirable but can be trained on the job:
Working knowledge of Business Continuity
Understanding of JESIP
Experience in delivering training
