This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst continuing to be two separate legal entities/employers with different terms and conditions.


Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.


Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowance and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role

An opportunity has arisen for a Business Analyst to join the Digital Division in a collaborative role across Surrey and Sussex.

The successful candidate will be responsible for understanding and interpreting business priorities, problems or opportunities into business process and solutions which may or may not involve changes to technology.

Although based at either Surrey HQ or Sussex HQ, the post holder will be required to work agilely across both forces.

Key Responsibilities

The successful candidate will have the following responsibilities:

Digital Capability
a) Ensure that all changes are in line with the Force(s’) priorities and technical
delivery roadmaps in liaison with the Digital Division leads.
b) Undertake the analysis of business requirements, highlighting, documenting
and recommending areas for system and business process improvements where
digital working can transform the way in which we work.
c) Ensure that changes within the Digital Division portfolio do not
adversely affect any other downstream integrated/interfaced applications.
d) Keep up to date with other digital transformation initiatives (regionally and
nationally).

Business Analysis
a) Work independently to elicit, validate and document business requirements, perform
gap analysis and input into solution where necessary.
b) Document the current process, system and organisation using standard modelling
and mapping techniques.
c) Identify where change is required by performing thorough gap analysis and identify
potential solutions (assessing them from both a technical and business suitability).
d) Engage with project stakeholders throughout the lifecycle of the project, review the
quality of business change deliverables and develop and design solutions when
gaps are apparent.
e) Undertake reviews of change plans to assess whether the business model is
effective and to ensure that consistency and integrity is maintained.
f) Undertake post project implementations reviews and ensure that findings and
lessons learnt are acted upon.

Stakeholder Relationships
a) Promote best practice through planning, organising, co-ordinating and running
workshops with senior/end users, encouraging stakeholder engagement to
gather and meet business needs and ensuring there are no gaps or duplication.
b) Liaise with business users, IT and suppliers as appropriate.

Skills & Experience

Essential Qualifications:
1. English & Maths (A level or equivalent)
2. Experience/understanding of IT product life cycle
3. Demonstrably sound understanding of business analysis

Desirable Qualifications:
1. ISEB Business Analysis Accreditation

Essential Knowledge, Skills and Experience:
1. Experience of a product focussed environment - supporting the development of a core functionality to support the needs of the business
2. Ability to effectively identify problems, and provide suitable solutions to address issues
3. A good understanding of the change processes within an IT Department
4. Good verbal, written and communication skills and the ability to tailor these depending on the audience using a variety of business productivity tools
5. Good interpersonal skills, with strong ownership ethic and be capable of managing issues through to resolution
6. Sound decision making, problem solving and analytical skills with the ability to prioritise work effectively and proven desire to provide solutions
7. Confident and able to represent the Force at user group meetings if required to do so
8. Experience of preparing, writing and implementing procedures and processes

Desirable Knowledge, Skills and Experience:
1. Understanding of the Police/public sector working environment
2. Ability to analyse information and identify trends and practices that affect accuracy of data
