Division / Department - Digital Policing Portfolio Grade - M4 Status - Full Time Contract Type - Secondment Salary Grade Range - £69,444 - £82,644 Working Hours - The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role

 

An exciting secondment opportunity has arisen for a senior police professional, with an extensive background in Policing, to become the Deputy Director of NPCC Digital Policing Portfolio (DPP). This role, reporting directly to the DPP Director, will support the Director to oversee the delivery of the Portfolio’s programmes and projects.

Key Responsibilities

  • Contribute to the strategic direction, leadership and management of Digital Policing Portfolio to enable the delivery of policing, stakeholder and government objectives.
  • Support the Portfolio Director to lead circa 160 fixed term, seconded and supplier staff to deliver the Portfolio aims and objectives.
  • Lead on the day-to-day management of the DPP, including chairing the Portfolio Steering Committee, ensuring oversight of, and adherence to, the governance processes.
  • Deputising for the Portfolio Director at relevant internal and external meetings where required.
  • Support the Portfolio Director to manage the Portfolio’s multi-vendor supply base including management of the seconded Contract Manager.
  • Support the Portfolio Director to manage the Portfolio’s finance including liaison with the Home Office and management of the seconded Finance Manager.
  • Support the recruitment of key Portfolio roles.
  • Work closely with senior policing leaders and stakeholders to ensure changing business needs are continually met and reflected in planned activities.
  • Bring together industry best practice and emerging technologies to deliver opportunities for performance improvement.

Skills & Experience

 

  • Extensive background in policing at a senior level i.e. Supt or equivalent.
  • Educated to degree level in a legal or business discipline.
  • Project or programme management qualification (PRINCE 2, MSP, Agile) as well as a good understanding of Agile methodology as employed across government major projects / programmes. Completion of the IPA Project Leadership Programme or Major Project Leadership Academy is desirable.
  • Significant successful involvement at a senior level in the delivery of large scale multi-discipline projects / programmes, managing dependencies, risks and issues across a complex stakeholder landscape.
  • Experience in the application and use of business improvement skills and/or whole systems thinking.
  • Experience in organisational development intervention. This should include the leadership and implementation of organisational and cultural change, and/or developing organisational structures and systems that lead to increased organisational effectiveness.
  • Experience of contributing to the development of short, medium and longer term business strategy.
  • Experience of working on all stages of the development lifecycle, with the ability to facilitate, create and oversee large complex plans, including the delivery of large scale multi-disciplined projects.
  • Excellent verbal and written communication skills and able to demonstrate interpersonal skills of persuasion, negotiation and arbitration. Ability to present complex data and information in a concise and straightforward manner.
  • Highly self-motivated with the ability to work under pressure, produce high quality work and exercise both initiative and discretion. Time management and organisational skills must be outstanding.
  • Able to influence behaviour, understand and motivate people to a high degree, by achieving a balance between tact and diplomacy.
  • Evidence of strong personal drive, including high levels of resilience and determination and an ability to anticipate and overcome obstacles to deliver results and demonstrate evidence of the ability to make complex judgements and decisions and to challenge current thinking in a fast moving environment.
  • Confident use of technology and good grasp of the digital agenda, both in policing and across government.
  • Experience of managing suppliers and supplier contracts.
