This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst continuing to be two separate legal entities/employers with different terms and conditions.


Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.


Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowance and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role

Surrey and Sussex collaborated Fingerprint Services have an exciting opportunity to join the team as a Technical Supervisor for Identification services.

The Technical Supervisor is responsible for establishing and monitoring technical adherence to ISO 17025 and other relevant quality standards in a Forensic environment.

The post holder will develop and provide compliance with all requirements of the ISO17025 standard and work with the Quality Manager in extending the scope of and maintaining, accreditation.

This role will be based at Police HQ Lewes within the Identification (FISU) team however there will be the opportunity for agile working.

Working hours are on a rotating shift pattern of 0700 -1600 Monday to Sunday (0800-1600 on weekends). There is flexibility around working hours however the requirement to cover weekends and on call duties are essential.

Key Responsibilities

The post holder is required to manage, and be responsible for the technical delivery of work as required within an accredited laboratory.

They will work with the Quality Manager to create Quality policies and procedures in line with NPCC guidance and international standards (ISO).

The post holder will maintain an awareness of current legislation and statutory framework regulations through continuous horizon scanning and deal appropriately with updates, changes and introductions of new legislation.

They will be responsible for promoting technical performance improvement across the Forensic Identification Services Unit, and through risk based analysis of processes, ensure that all relevant corrective and improvement actions are completed effectively.

They will be responsible for identifying relevant competence / training needs, advise and influence the delivery of effective training programmes.

The post holder will be responsible for ensuring validation of relevant methodologies, and any associated software and hardware, and that tests and procedures are properly understood, executed and evaluated.

To lead the design, development and maintenance of technical competencies against standard operating procedures and all other relevant technical documentation.

Skills & Experience

• Relevant technical background (as a Subject Matter Expert) – for FISU this entails being a fully qualified Fingerprint ‘Expert’ deemed as competent to provide opinion evidence.
• Has an awareness and experience of International Standards and relevant guidance material: BS EN ISO/IEC 17025:2005 or 17020:2012, ILAC G19 and Forensic Regulators Codes of Practice and Conduct, with the ability to build a thorough working knowledge.
• Experience of successfully managing people or demonstration of the ability to manage people.
• Excellent skills in planning, coordination of activities, reporting and self-motivation with proven experience of working methodically and patiently, often to deadlines, with minimal supervision.
• Strong attention to detail.
• Able to evidence excellent written and verbal communication skills (including report writing).
• Excellent Interpersonal skills particularly the ability to effectively engage with stakeholders using negotiating and influencing techniques in order to implement changes to processes.
• Ability to motivate and develop others with confidence to provide feedback in an appropriate manner.
• Proven ability of managing high workloads often with conflicting priorities
• Experience of auditing, both general and technical.

Post holders must have the capability to travel across Surrey and Sussex in the course of their duties.

Post holders must agree to, and abide with, any relevant learning and development agreements specific to relevant courses.

Although part of the Surrey & Sussex collaborated Forensic Investigations department, FISU are based in Sussex and the post holder will be employed on the terms and conditions of Sussex.

FISU business hours are 0700 - 2000 Monday to Friday and 0800-1600 on weekends. Outside of these hours an on call service is operated. There is a requirement for the post holder to be part of this shift pattern and on call rota as a competent specialist.
