The Role

As the Commissioning Project Manager, you will be responsible for supporting and managing projects that will involve working with multiple agencies including Sussex Police, probation services, local authorities and the charitable sector. You will be managing projects, agreeing key milestones, establishing resource requirements, identifying and managing risks and reporting on progress to stakeholders. This will also include supporting annual needs assessments for Sussex in relation to the needs of victims.

You will report to the Head of Commissioning who has overall responsibility for the Sussex PCC’s grant funding and discretionary funding of £3million per annum, in accordance with EU and UK legislation protecting victims of crime and guided by the Victims’ Code of Practice. You will be an engaging and accomplished networker and have excellent communication skills. You will need to understand the complex needs of victims of crime and the diverse services which they may need to access to rebuild their confidence and self-esteem.

Key Responsibilities

* Managing and delivering projects, primarily in support of the victim portfolio, on behalf of the Office of the Sussex Police and Crime Commissioner, including agreeing and monitoring key milestones, establishing resource requirements including managing a budget, identifying and managing risks and reporting progress to stakeholders as required.

* Producing and delivering project management products and control documents that identify and evaluate risks and issues associated with the delivery of the project, ensuring an appropriate risk management strategy is in place, recommending appropriate risk responses and issue mitigation plans as appropriate.


* Engage and update internal and external stakeholders on project delivery by chairing/attendance at regular meetings, in consultation with relevant colleagues.

* To bring knowledge and experience to support the Head of Commissioning and Commissioning Team to develop project ideas that support the PCC to discharge the duty to provide quality, effective and appropriate victim services in Sussex.


* Build and maintain rapport with their contacts internally and externally to both draw on best practice and support them to work constructively in partnership with other agencies and the VCSE sector in support of OSPCC commissioning activity.


* Manage challenging relations with internal and external stakeholders and show sensitivity and understanding in resolving conflicts and differences by tailoring their message to different audiences


* To develop, nurture and build constructive working relationships with local partner agencies to support the objectives of the Sussex Police and Crime Plan.


* Negotiate from an informed and credible position and to lead and facilitate productive discussions with stakeholders and partners whilst encouraging others to talk, share and debate ideas to achieve a consensus and recognise and explain the need for compromise, particularly in relation to co-commissioned projects.

Skills & Experience

Essential Criteria:

• Degree qualified, or equivalent by experience or able to demonstrate proven work experience in Project Management

• Prince 2 Practioners qualification or proven experience in delivering programme/ project management.

• Experience of successfully delivering a range of projects working in partnership

• The ability to influence and build effective working relationships at all levels of the organisation, and in particular the ability to provide credible advice to and, influence senior project stakeholders.

• Has the ability to work on own initiate, to prioritise and respond flexibly to rapidly changing demands when under pressure.

• Problem solving skills, including the analysis and interpretation of data with the capacity to devise and implement solutions.

• Influencing and negotiating skills.

• Excellent stakeholder management experience.  

• Well-developed communication skills both written and verbal to produce clear and concise reports with the ability to present effectively to senior managers and colleagues at all levels of the organisation

• Experience of working with a range of stakeholders or agencies to achieve common goals.

• Ability to work without direct supervision whilst under pressure, prioritising work and dealing with competing or conflicting demands and interests in an organised and methodical manner

• An understanding of the impact and profile of domestic abuse, sexual violence, stalking or similar trauma(s)
