An opportunity has arisen in the Surrey and Sussex Police Specialist Crime Command, Economic Crime Unit as a Financial Investigator.

Status - Full Time and flexible working applications will be considered subject to meeting organisational requirements.

Accredited Financial Investigator

Grade 11 Salary Grade Range - £33,618 - £37,281

Trainee Financial Investigator

Grade 10 moving to grade 11 when fully qualified and competent

Salary Grade Range - £28,725 - £31,725

The starting salary for this role will usually be at the bottom of the salary range.

The successful candidate when suitably trained as part of the team will take part in overnight on call responsibilities.


The role

Based within the Economic Crime Unit and reporting to the Financial Investigation Manager or Detective Sergeant, through financial investigation the successful candidate will support Divisions / Forces in the targeting of criminals and assisting with financial enquiries in respect of major investigations.

Thorough financial investigation to support Divisions / Forces in the targeting of criminals and assisting with financial enquiries in respect of all suitable investigations.

To identify and pursue opportunities for the recovery of criminal assets by means of confiscation, forfeiture and seizure of cash in order to further the disruption of criminal activity.

To act as a point of reference for Divisional and Force-wide Officers in relation to financial investigation, assisting with referrals of specified cases to the Economic Crime Unit (ECU) and making enquiries with financial institutions.

Prepare complex reports and statements; provide expert evidence at court and carry out strategic negotiation toward criminal asset removal through confiscation.

Key Responsibilities

Prepare prosecutor’s statements in connection with confiscation investigations, deal with defence responses to such statements, brief Crown Prosecution Service (CPS) representatives and Prosecution Counsel and present evidence at Court as a witness.

Produce financial statements for Crown Courts from at times, basic and incomplete data, by obtaining, analysing and interpreting financial intelligence from all available sources.

Conduct confiscation investigations of offenders charged with relevant offences, with a view to determining their suitability for confiscation or forfeiture, including restraint of assets.

Take the lead role in the financial investigation of all appropriate cases, in particular ‘criminal lifestyle’ offences e.g. drug trafficking, people trafficking, brothel keeping, counterfeiting, blackmail and inchoate offences. Develop financial profiles of selected subjects as directed, obtaining, analysing and interpreting financial evidence and intelligence from all available ‘restricted’ and ‘open’ sources.

Compile and present financial and criminal intelligence on individuals and organisation, who are the subject of investigation and work towards evidencing it. Ensure that all relevant unused material is identified and recorded in accordance with the provisions of the Criminal Procedures and Investigation Act 1996.

Identify and pursue opportunities for the recovery of criminal assets by means of prosecution, confiscation, forfeiture and seizure of cash, or by referral to the National Crime Agency for civil recovery. Prepare all necessary documentation including affidavits in respect of persons that have been charged in order that their assets may be restrained/frozen.

Assess suitability of those cases for application of all appropriate orders pursuant to the Proceeds of Crime Act 2002 (POCA) and other relevant legislation and to discuss and arrange requests for granting of such orders in consultation with the Crown Prosecution Service.

Prepare Part 8 investigations under the Proceeds of Crime Act 2002 civil forfeiture legislation together with supporting information and prosecute at Magistrates Court.

Receive, evaluate and action intelligence received from the National Crime Agency (NCA) and other law enforcement agencies ensuring that it is disseminated in a method compliant with NIM guidelines and investigated in accordance with policy.

Where appropriate, to consult and negotiate with external stakeholders (HM Revenue and Customs, Department of Work and Pensions, Trading Standards and the National Crime Agency) in order to determine primacy of investigation for Joint Asset Recovery Database (JARD) purposes.

Responsible for the financial aspect of designated operations liaising closely with case officers, attending briefings and assisting with the development of the investigation.

Assist officers and conduct financial interviews with persons arrested or those attending voluntarily and also to assist where required when search warrants are executed. Ensure that evidence is gathered and secured and that continuity of evidence and exhibits is preserved in accordance with the provisions of the Police and Criminal Evidence Act 1984 and Force procedures.

Provide work based guidance, mentoring and support to aspiring financial investigators financial intelligence officers who are seeking accreditation.

Undertake Financial Intelligence Officer on-call duties as required covering both Surrey and Sussex.

Deliver training in all aspects of financial investigation when required. Ensuring that other members of the Division and Force are aware of the existing provisions of the Proceeds of Crime Act 2002 and other relevant legislation and the type of work being carried out by the Unit.

Undertake such other duties appropriate to the grade and character of work as may reasonably be required, including the specific duties of similar or lesser graded posts.

Fully NCA accredited financial investigator with current Part 2, 5 and 8 powers

Partially NCA accredited financial investigator

NCA accredited financial intelligence officer


Essential Skills and Experience

Previous investigative experience, you will be able to evidence your experience of leading investigations, and directing investigations. Ideally in relation to financial offences

Demonstrate you will be able to produce clear, concise and accurate reports suitable for court, and present them.

Knowledge on current legislation, Proceeds of Crime Act, Police and Criminal Evidence Act, National Intelligence Model, Management of Police Information, Criminal Procedure Rules, Human Rights. Show that you will have good organisational skills with an ability to work under pressure and prioritise a demanding workload.

You will need to be proficient in the use of all MS Office 365 applications.

You must have a full UK manual driving licence and be willing to travel dependent on operational needs.

You will also need your own vehicle, insured for business purposes and to use it if required.

If non-qualified as an accredited financial investigator, the contract will be subject to a learning/training agreement.
