The role
As a Junior Systems Developer, you will work within a driven and motivated teamwhose mission is to implement innovative and cost-effective systems that will enhance the efficiency and productivity of the Organisation. Within this framework,you will contributeto digitally transform the Organisation to become user focused and data-driven, harmonise and streamline business processes and provide both internal and external stakeholders with effective tools to implement the Organisation’s operational objectives. As part of a team providing professional expertise in particular inMicrosoft.NET Framework (using Microsoft NET C#, ASP.NET, and SQL Server.), you will be requested to perform a variety of tasks such as developing, adapting and maintaining software and internalapplications, troubleshooting software related issues and providing technical users support. As to provide assistance to development projects, you would also participate in different phases of project management, and could be involvedin the design of computer tools especially adapted to the Organisation’s workas well as to follow-up and evaluate them.

The Junior Professional Programme opens the Council of Europe’s doors to professionals at the start of their career, giving them an opportunity to gain experience working with this pan-European institution. You will benefit from regular working contact with experienced staff, assist senior colleagues in handling their daily work and benefit from the Organisation’s training programme while deepening your knowledge of the Organisation. The length of employment of Junior Professionals is limited to a maximum of fouryears under this scheme.As a minimum, you must:- have completed a full course of general secondary education, followed by a post-secondary qualification corresponding to a minimum of two years’ studies in the field of Information Technologies;- have less thantwoyears of relevant professional experience in using Microsoft .NET concepts and technologies (comprising both Windowsapplication development in one of the .NET languages and web-based applications in ASP.NET);- have a very good knowledge of one official language (English or French) in both written and oral communication;- be a citizen of one of the 47 member States of the Council of Europe;- be under 32 years of age at the closing date of the vacancy notice.Demonstrate to us that you have the following competencies:- Professional and technical expertise- experience of the use of computer networks, internet and intranet;-extensive experience and in-depth knowledge of ICT and its solutions, understands norms and standards of IT systemsand experience of ICT projects.- Service and client orientation- Relationship building- Communication- Planning and work organisation- Teamwork and cooperation- Analytical thinking, problem solving skills- Concern for qualityProfessional and technical expertise:-knowledge of the other official language in both written and oral communication;-knowledge of one or more of the following technical competencies: Development in Microsoft SQL Server (T-SQL), XML, XSL, API (Application Programming Interface) 1 Webservices, VBA, VBScript & JavaScript; in-depth knowledge of Windows operating systems, Visual Studio, MS Office Professional, Enterprise Content Management solutions.
Benefits
If successful, you may be offered employment based on renewable fixed-term contracts for a maximum cumulated duration of fouryearsat grade B3. In Strasbourg, you will receive a basic monthly gross salary of €3300 which is exempt from national income tax. This salary may be supplemented by other allowances depending on your personal situation and you will be affiliated to a Council of Europe pension scheme. You willalso benefit from private medical insurance, 32 working days leave per year and other benefits (including flexible working hours, training and development, possibility of teleworking, etc.).
